BILL NUMBER:S7487 TITLE OF BILL: An act to amend the education law, in relation to directing the chancellor of the city school district and the city comp- troller of the city of New York to annually audit the city school district for its compliance with requirements for instruction in certain subjects PURPOSE: To ensure that New York City schools are meeting the minimum education requirements. SUMMARY OF PROVISIONS: Section 1. Section 2590-h of the education law is amended by adding a new subdivision 54 to provide that each year the New York City Chancel- lor in cooperation with the New York City Comptroller shall conduct a audit to ensure the compliance of education requirements including art education. Furthermore this section requires that the Chancellor and Comptroller shall report the findings of such audit to the regents, legislature and governor, on or before the first of July of each year. Sections 2. Provides the enacting clause JUSTIFICATION: Recently the New York City Comptroller released a report detailing that as many as one in four city schools are not meeting the basic art education requirements set forth by the regents. FELDER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to directing the chancel- lor of the city school district and the city comptroller of the city of New York to annually audit the city school district for its compli- ance with requirements for instruction in certain subjects THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 2590-h of the education law is amended by adding a new subdivision 54 to read as follows: 54. IN COOPERATION WITH THE CITY COMPTROLLER OF THE CITY OF NEW YORK, FOR EACH SCHOOL YEAR, CONDUCT AN AUDIT OF THE CITY DISTRICT TO ENSURE COMPLIANCE OF THE DISTRICT WITH THE REQUIREMENTS OF THIS CHAPTER AND THE RULES OF THE REGENTS RELATING TO INSTRUCTION IN CERTAIN SUBJECTS INCLUD- ING ART EDUCATION IN ALL GRADES. ON OR BEFORE THE FIRST OF JULY EACH YEAR, THE CHANCELLOR AND SUCH CITY COMPTROLLER SHALL REPORT THE FINDINGS OF SUCH AUDIT TO THE REGENTS, THE GOVERNOR AND THE LEGISLATURE. S 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law; provided that the amend- ments to section 2590-h of the education law made by section one of this act shall not affect the expiration of such section and shall be deemed to expire therewith.
