BILL NUMBER:S6301 TITLE OF BILL: An act to amend the economic development law, in relation to requiring the division for small business to compile an annual report on the state of small businesses PURPOSE: This bill will amend Chapter 451 of the Laws of 2013 by extending the date by which the annual report on the state of small businesses must be completed and submitted to state leaders. This legislation also focuses the scope of specific criteria required for inclusion within such report. SUMMARY OF PROVISIONS: Section 1: Amends section 134 of the economic development law by requiring the division of small business to compile an annual report on the state of small businesses by June 1, 2014. Per this legislation, such report shall contain an analysis of relevant and available employment, statistical and economic data of the various small business sectors throughout NYS as well as an identification and review of state and local regulations facing each small business sector. VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Commerce, Economic Devel- opment and Small Business AN ACT to amend the economic development law, in relation to requiring the division for small business to compile an annual report on the state of small businesses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 12 of section 134 of the economic development law, as added by chapter 451 of the laws of 2013, is amended to read as follows: 12. compile an annual report on the state of small businesses, partic- ularly those with twenty-five employees or less which shall be known as micro-businesses under this subdivision. The commissioner shall, on or before [February] JUNE first, two thousand fourteen and annually there- after, submit to the governor, the temporary president of the senate and the speaker of the assembly a report that shall include, but not be limited to, the following information for each calendar year: (a) the growth and economic trends of small businesses which may be categorized by various small business sizes and/or sectors; (b) [the economic impact] AN ANALYSIS OF RELEVANT AND AVAILABLE EMPLOYMENT, STATISTICAL AND ECONOMIC DATA of the various small business sectors throughout New York state, which may be categorized by various small business sizes; (c) suggestions to improve the efficiency of existing loan programs; (d) suggestions to improve small business growth; (e) statistical and economic analysis of the state of small businesses by various small business sizes and/or sectors; AND (f) [an analysis] IDENTIFICATION AND REVIEW of the local and state REGULATIONS, fines and penalties [that] PARTICULAR TO small businesses [incur] which may be categorized by various small business sizes and/or sectors[; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
