BILL NUMBER:S7698 TITLE OF BILL: An act authorizing the commissioner of general services to sell certain land to Northeast Brooklyn Housing Development Corporation PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to transfer state property at 1024 Fulton Street, Brooklyn, New York to the Northeast Brooklyn Housing Development Corporation (NEBHDCo) for fair market value. SUMMARY OF SPECIFIC PROVISIONS: This bill would convey state property located at 1024 Fulton Street, Brooklyn, New York, for fair market value to NEBHDCo, upon such terms and conditions as the commissioner of the Office of General services may fix and determine. The land shall not be transferred unless application is made by the Northeast Brooklyn Housing Development Corporation within one year after the effective date of this act. JUSTIFICATION: The Northeast Brooklyn Housing Development Corporation (NEBHDCo) plans to use this property for a mixed-use of affordable housing for the elderly and veterans, with complimentary social services and a mix of creative commercial and retail uses to provide a variety of goods and services. MONTGOMERY -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT authorizing the commissioner of general services to sell certain land to Northeast Brooklyn Housing Development Corporation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of general services is authorized and empowered to convey state property, as further described in this act and commonly referred to as 1024 Fulton Street, Brooklyn, New York and convey for fair market value to the Northeast Brooklyn Housing Develop- ment Corporation, upon such terms and conditions as he or she may fix and determine, all of the property, right, title and interest of the people of the state of New York. S 2. The lands authorized by this act to be conveyed are more partic- ularly described as follows: All that certain plot, piece or parcel of land, with the buildings and improvements thereon erected, situate, lying and being in the city of New York, borough of Brooklyn and state of New York, designated as block 2015, lot 28 on a tax map of the city of New York, also known as 1024 Fulton Street. S 3. The description in section two of this act of the lands to be conveyed is not intended to be a legal description, but is intended only to identify the premises to be conveyed. As a condition of purchase the Northeast Brooklyn Housing Development Corporation shall submit to the commissioner of general services for his or her approval an accurate survey and description of the lands generally described in section two of this act, which may be used in the conveyance thereof. S 4. The commissioner of general services shall not grant the land described in section two of this act unless application is made therefor by the Northeast Brooklyn Housing Development Corporation within one year after the effective date of this act.
