AN  ACT  to amend the transportation law, in relation to taxi and limou-
  sine services equipped with wheelchair accessible vehicles

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The transportation law is amended by adding a new section
152-a to read as follows:
  S 152-A.  FOR-HIRE  ACCESSIBLE  WHEELCHAIR  TRANSPORTATION.  1.    THE
DEPARTMENT  IS AUTHORIZED TO PROMULGATE SUCH RULES AND REGULATIONS AS IT
SHALL DEEM NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION.
  2. THE NEW YORK CITY TAXI AND LIMOUSINE  COMMISSION  SHALL  PROVIDE  A
DISPATCH  SERVICE  FOR  WHEELCHAIR  ACCESSIBLE  VEHICLES.  SUCH DISPATCH
SERVICE SHALL BE RESPONSIBLE FOR PROVIDING FOR-HIRE WHEELCHAIR  ACCESSI-
BLE TRANSPORTATION.
  3.  THE NEW YORK CITY FOR-HIRE BASES, AS DEFINED BY REGULATIONS OF THE
NEW YORK CITY TAXI AND LIMOUSINE COMMISSION, SHALL NOT BE SUBJECT TO NEW
YORK CITY TAXI AND LIMOUSINE COMMISSION REGULATIONS  RELATED  TO  WHEEL-
CHAIR  ACCESSIBLE  VEHICLES  NOR SHALL SUCH FOR-HIRE BASES BE SUBJECT TO
THE RESPONSIBILITIES PROVIDED IN THIS ARTICLE.
  S 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law, provided, that  effective  immediately,  the
addition,  amendment  and/or  repeal of any rule or regulation necessary
for the implementation of this act on its effective date  is  authorized
to be made and completed on or before such date.
