TITLE OF BILL:

An act to amend the social services law, in relation to requiring the
provision of kitchen facilities in certain locations that temporarily
house homeless individuals or accept certain government subsidies
outside of the city of New York

PURPOSE:

Requires kitchen facilities in locations that temporarily house
homeless individuals or accept government subsidies to house such
individuals outside of the City of New York.

SUMMARY OF PROVISIONS:

Section 20 of the social services law is amended by adding a new
subdivision 9 providing for the Office of Temporary and disability
Assistance promulgation and implementation of rules and regulations
that shall be necessary to require kitchen facilities in locations
that temporarily house homeless individuals or accept government
subsidies to house such individuals, located outside of the city of
New York.

JUSTIFICATION:
              

The Office of Temporary and disability Assistance administers an array
of programs to address homelessness in New York State. However, there
may be instances where homeless individuals must be placed in a
temporary shelter until a more permanent place can be found. Many
temporary facilities like hotels or motels may not be equipped with
on-site kitchen facilities, so they are unable to provide dining
services. Accordingly, many individuals are forced to fend for
themselves which could potentially result in malnutrition and hunger.
The legislation is necessary to address this problem by requiring the
Office of Temporary and disability Assistance to promulgate rules and
regulations pertaining to mandatory kitchen facilities located in
facilities that temporarily house homeless individuals or accept
government subsidies to house such individuals outside the City of New
York
