BILL NUMBER: S7717 TITLE OF BILL : An act to amend the public authorities law, in relation to permitting persons sixty-five years of age or over and all persons who are disabled or handicapped to use the commuter railroad facilities of the Metropolitan transportation authority at half fare PURPOSE : This bill amends section twelve hundred sixty-six of the public authorities law by the addition of a new subdivision to be subdivision three-a. The bill continues the rules and procedures allowing persons sixty-five years of age and over and all persons who are disabled or handicapped to use the facilities of the commuter railroad at a reduction of one-half of the charge for a single trip ticket. The bill prohibits the MTA's discontinuance or reduction of reduced rates now in existence for the elderly and disabled. JUSTIFICATION : This bill would insure the continuation of inexpensive transportation for those citizens of the State of New York sixty-five years and older and all persons who are disabled or handicapped whose incomes are not large enough to meet the rising costs of transportation. MARTINS -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to permitting persons sixty-five years of age or over and all persons who are disa- bled or handicapped to use the commuter railroad facilities of the Metropolitan transportation authority at half fare THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1266 of the public authorities law is amended by adding a new subdivision 3-b to read as follows: 3-B. THE AUTHORITY IS HEREBY PROHIBITED FROM DISCONTINUING OR REDUC- ING STANDARDS AND PROCEDURES WHEREBY ALL PERSONS SIXTY-FIVE YEARS OF AGE OR OVER AND ALL PERSONS WHO ARE DISABLED OR HANDICAPPED SHALL BE PERMIT- TED TO USE THE FACILITIES OF THE COMMUTER RAILROADS UNDER THE AUTHORI- TY'S CONTROL AT A REDUCTION OF ONE-HALF OF THE CHARGE FOR A SINGLE TRIP TICKET.
