BILL NUMBER: S7717
TITLE OF BILL : An act to amend the public authorities law, in
relation to permitting persons sixty-five years of age or over and all
persons who are disabled or handicapped to use the commuter railroad
facilities of the Metropolitan transportation authority at half fare
PURPOSE :
This bill amends section twelve hundred sixty-six of the public
authorities law by the addition of a new subdivision to be subdivision
three-a. The bill continues the rules and procedures allowing persons
sixty-five years of age and over and all persons who are disabled or
handicapped to use the facilities of the commuter railroad at a
reduction of one-half of the charge for a single trip ticket. The bill
prohibits the MTA's discontinuance or reduction of reduced rates now
in existence for the elderly and disabled.
JUSTIFICATION :
This bill would insure the continuation of inexpensive transportation
for those citizens of the State of New York sixty-five years and older
and all persons who are disabled or handicapped whose incomes are not
large enough to meet the rising costs of transportation. The reduced
rates now offered are tied into Federal operating assistance under the

AN ACT to amend the public authorities law, in relation to permitting
persons sixty-five years of age or over and all persons who are disa-
bled or handicapped to use the commuter railroad facilities of the
Metropolitan transportation authority at half fare
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 1266 of the public authorities law is amended by
adding a new subdivision 3-b to read as follows:
3-B. THE AUTHORITY IS HEREBY PROHIBITED FROM DISCONTINUING OR REDUC-
ING STANDARDS AND PROCEDURES WHEREBY ALL PERSONS SIXTY-FIVE YEARS OF AGE
OR OVER AND ALL PERSONS WHO ARE DISABLED OR HANDICAPPED SHALL BE PERMIT-
TED TO USE THE FACILITIES OF THE COMMUTER RAILROADS UNDER THE AUTHORI-
TY'S CONTROL AT A REDUCTION OF ONE-HALF OF THE CHARGE FOR A SINGLE TRIP
TICKET.
S 2. This act shall take effect immediately.
