AN  ACT to amend the public authorities law, in relation to establishing
  the New York city eastside finance corporation

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Article  10-D of the public authorities law is amended by
adding a new title 1-A to read as follows:
                                TITLE 1-A
             NEW YORK CITY EASTSIDE FINANCE CORPORATION ACT
SECTION 3700. SHORT TITLE.
        3701. DEFINITIONS.
        3702. NEW YORK CITY EASTSIDE FINANCE CORPORATION.
        3703. ADMINISTRATION OF THE CORPORATION.
        3704. GENERAL POWERS OF THE CORPORATION.
        3705. REVENUES OF THE CORPORATION.
        3706. MONEYS OF THE CORPORATION.
        3707. BONDS OF THE CORPORATION.
        3708. CITY LIABLE ON BONDS.
        3709. AUDITING AND REPORTING REQUIREMENTS.
        3710. ASSISTANCE TO THE CORPORATION.
  S 3700. SHORT TITLE. THIS TITLE SHALL BE KNOWN AND MAY BE CITED AS THE
"NEW YORK CITY EASTSIDE FINANCE CORPORATION ACT".
  S 3701. DEFINITIONS. FOR  THE  PURPOSES  OF  THIS  TITLE,  UNLESS  THE
CONTEXT OTHERWISE REQUIRES:
  1. "BASE YEAR" MEANS THE TWO THOUSAND SIXTEEN CALENDAR YEAR.
  2.  "BONDS"  MEANS  BONDS,  NOTES AND OTHER EVIDENCES OF INDEBTEDNESS,
ISSUED BY THE CORPORATION.
  3. "CITY" MEANS THE CITY OF NEW YORK.
  4. "CORPORATION" MEANS THE PUBLIC BENEFIT CORPORATION CREATED BY  THIS
TITLE.
  5. "COSTS" MEANS COSTS PROVIDING FOR THE CONSTRUCTION, RECONSTRUCTION,
ACQUISITION  OR  INSTALLATION OF PHYSICAL PUBLIC BETTERMENTS OR IMPROVE-

 EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                      [ ] is old law to be omitted.
