S T A T E O F N E W Y O R K ________________________________________________________________________ 10234 I N A S S E M B L Y May 17, 2016 ___________ Introduced by M. of A. TITONE -- read once and referred to the Committee on Ways and Means AN ACT to amend the state finance law, in relation to establishing the gun research safety fund; and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The state finance law is amended by adding a new section 86 to read as follows: S 86. GUN RESEARCH SAFETY FUND. 1. THERE IS HEREBY ESTABLISHED IN THE CUSTODY OF THE STATE COMPTROLLER A SPECIAL FUND TO BE KNOWN AS THE "GUN RESEARCH SAFETY FUND". 2. THE SOURCES OF FUNDS SHALL CONSIST OF ALL MONEYS COLLECTED THERE- FOR, OR MONEYS CREDITED, APPROPRIATED OR TRANSFERRED THERETO FROM ANY OTHER FUND OR SOURCE PURSUANT TO LAW, OR ANY OTHER MONEYS MADE AVAILABLE FOR THE PURPOSES OF THE FUND. 3. MONIES OF THE FUND SHALL BE EXPENDED TO THE DEPARTMENT OF HEALTH AND THE STATE UNIVERSITY OF NEW YORK FOR GUN RESEARCH SAFETY. THE DEPARTMENT OF HEALTH AND THE STATE UNIVERSITY OF NEW YORK SHALL PROVIDE GRANTS FOR THE PURPOSE OF ADVANCING AND FINANCING GUN RESEARCH SAFETY. 4. MONIES SHALL BE PAYABLE FROM THE FUND ON THE AUDIT AND WARRANT OF THE COMPTROLLER ON VOUCHERS APPROVED AND CERTIFIED BY THE COMMISSIONER OF HEALTH BY THE COMPTROLLER. S 2. The commissioner of health and the chancellor of the state university of New York shall establish regulations for the criteria for eligibility for grants under section 86 of the state finance law. S 3. The sum of ten million dollars ($10,000,000), or so much thereof as may be necessary, is hereby appropriated to the gun research safety fund as established pursuant to section 86 of the state finance law from any moneys in the state treasury in the general fund to the credit of the account not otherwise appropriated for services and expenses of the account for the purposes of carrying out the provisions of this act. Such moneys shall be payable on the audit and warrant of the comptroller on vouchers certified or approved by the commissioner of health in the manner prescribed by law. S 4.
