AN  ACT  to amend the public service law, in relation to authorizing gas
  corporations and electric corporations to purchase and sell generators
  for residential use

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The public service law is amended by adding a new section
66-o to read as follows:
  S 66-O. PURCHASE AND SALE  OF  GENERATORS  FOR  RESIDENTIAL  USE.  THE
COMMISSION SHALL AUTHORIZE GAS CORPORATIONS AND ELECTRIC CORPORATIONS TO
PURCHASE  GENERATORS  IN BULK FOR THE PURPOSE OF SELLING SUCH GENERATORS
TO RESIDENTIAL CUSTOMERS OF SUCH GAS  CORPORATIONS  OR  ELECTRIC  CORPO-
RATIONS.  THE  COMMISSION  SHALL PRESCRIBE, BY ORDER, UNIFORM METHODS OF
PURCHASING GENERATORS BY GAS CORPORATIONS AND ELECTRIC CORPORATIONS  AND
OF REGULATING THE SALE, DELIVERY AND INSTALLATION OF SUCH GENERATORS AND
BILLING OF RESIDENTIAL CUSTOMERS WHO PURCHASE SUCH GENERATORS FROM A GAS
CORPORATION  OR AN ELECTRIC CORPORATION. CUSTOMERS SHALL BE PERMITTED TO
PURCHASE GENERATORS, SUBJECT  TO  AVAILABILITY,  AND  TO  MAKE  PAYMENTS
THROUGH  AN  ADDED  MONTHLY CHARGE ON THEIR UTILITY BILL FOR A PERIOD OF
TIME TO BE DETERMINED BY THE COMMISSION. THE COMMISSION SHALL  ESTABLISH
GUIDELINES FOR SETTING APPROPRIATE CHARGES AND FEES.
  S 2. This act shall take effect immediately.
