AN ACT in relation to authorizing the villages of Sag  Harbor  and  East
  Hampton,  county  of  Suffolk,  to  reduce the speed limits in certain
  cases

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Notwithstanding  any law to the contrary, the villages of
Sag Harbor and East Hampton, county of Suffolk are hereby authorized and
empowered to lower the speed limit in such villages  to  not  less  than
twenty  miles  per  hour, provided that the village board of trustees of
each such village makes a written determination that the  implementation
of  traffic  calming  measures  as  such  term is defined herein are not
feasible on a particular designated highway within the village. For  the
purposes of this act, "traffic calming measures" shall mean any physical
engineering  measure  or  measures  that  reduce the negative effects of
motor vehicle use, alter driver  behavior  and  improve  conditions  for
non-motorized street users such as pedestrians and bicyclists.
  S 2. This act shall take effect immediately.

AN ACT authorizing the villages of East Hampton and Sag Harbor to reduce
  the maximum speed limit  along  certain  designated  streets  in  such
  villages to not less than 20 miles per hour

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any general, special or local law  or  code
to  the  contrary,  the  village board of the village of East Hampton in
Suffolk county, subject to the limitations imposed by sections 1624  and
1684 of the vehicle and traffic law, may by local law, ordinance, order,
rule or regulation establish maximum speed limits at not less than twen-
ty  miles  per  hour on any portion of the following streets within such
village: King Street, McGuirk Street, Middle Lane, Mill  Hill  Lane  and
Meadow Way.
  S  2. Notwithstanding any general, special or local law or code to the
contrary, the village board of the village  of  Sag  Harbor  in  Suffolk
