BARCLAY, BUTLER, HAWLEY -- read once and referred to the Committee on Governmental Operations AN ACT in relation to creating a temporary state commission to develop a "made in New York" program for the purpose of fostering the growth of business and industry in New York state and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature hereby finds that thir- ty years ago, New York state was the largest manufacturing state in the country. The legislature finds that it is there- fore necessary and imperative that the legislature develop a comprehen- sive strategy to rebuild New York state's durable and non-durable manu- facturing base. It is therefore the intent of the legislature that the "made in New York" program be the vehicle to accomplish this objective. S 2. A temporary state commission is hereby created to develop programs and policies for the purpose of enhancing and fostering the introduction, expansion and growth of business and industry in New York state. Such commission shall develop a "made in New York" program including, but not limited, to the following: (a) Choose target industries which would have a positive effect on New York state and its residents and would be beneficial to the financial well being of this state.
