AN  ACT  in  relation  to  STAR  eligibility  for certain persons having
  purchased a home between July and November of 2013

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  commissioner of taxation and finance shall establish
and administer a program to grant the exemption  authorized  by  section
425 of the real property tax law to individuals who:
  1.  purchased a parcel of land eligible for such exemption between the
first day of July and thirtieth day of November, 2013, inclusive;
  2. completed the recertification process pursuant to paragraph (h)  of
subdivision 2 of section 425 of the real property tax law;
  3.  did  not apply to the municipality in which such parcel is located
for such exemption; and
  4. would have been otherwise eligible to receive  such  exemption  had
they submitted an application to such municipality.
  The  commissioner shall refund to the owner of such parcel the differ-
ence between the amount in taxes paid each month prior to the receipt of
grants awarded pursuant to such program, and the amount  in  taxes  that
would  have  been  paid  had  such  owner received the exemption granted
pursuant to section 425 of the real property tax law  beginning  on  the
first of January in the year 2014.
  S 2. This act shall take effect immediately.
