AN ACT in relation to requiring the education department,  in  consulta-
  tion  with  the department of labor and any other entity the education
  department deems appropriate, to produce an  annual  report  regarding
  state  workforce  projections and education credential production; and
  providing for the repeal of such provisions upon expiration thereof
  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:
  Section  1.  To  the extent practicable within available resources and
subject to the availability of data currently collected by and  accessi-
ble  to  state  agencies, the education department, in consultation with
the department of labor and any other entity  the  education  department
deems  appropriate, shall produce an annual report regarding state work-
force need projections and credential production. The report shall:
  a. indicate the state's anticipated workforce needs for the three-year
period following the report and the number of degrees, certificates, and
other credentials that public and private institutions of higher  educa-
tion,  private  occupational  schools, local community colleges and area
vocational schools expect to issue over the three-year period  following
the report;
  b. to the extent provided by sources external to the education depart-
ment,  indicate  the state's anticipated number of degrees, certificates
and other credentials that high school vocational programs,  apprentice-

ship  programs  and  other public or private workforce training programs
expect to issue over the three-year period following the report;
  c. identify any workforce needs, including areas of specialization and
levels  of  experience within a particular vocation, that may not be met
by the education, training, and apprenticeship programs;
  d. identify institutions that currently provide career  and  technical
education, including any primary or secondary programs that issue certi-
fied degrees or diplomas in any career and technical education programs,
and  determine  whether such programs are assisting in filling workforce
needs and whether additional career  and  technical  education  programs
would help fill identified workforce needs;
  e.  identify  institutions, public or private, that can meet the work-
force needs through expansion of existing programs or by developing  new
programs.  The  education department, by January 15 of each year, begin-
ning in 2017, shall provide a copy of the report to the higher education
committees of the assembly and the senate, or any successor  committees,
to  the  commerce,  economic development and small business committee of
the senate, or any successor committee, to the economic development, job
creation, commerce and  industry  committee  of  the  assembly,  or  any
successor committee, and to the governor; and
  f. determine whether the education department, in conjunction with the
department  of  labor, can make future information, studied and provided
for under this act, available on a real-time basis, including a determi-
nation of the funds needed to implement such a system,  the  ability  of
current  technology  to accomplish real-time reporting, the need for any
new technology to aid in real-time reporting, and the  benefit  provided
to  employers, employees, and educators in providing such information on
a real-time basis.
  S 2. The education department shall send the report  to  every  public
post-secondary  institution  governing  board in the state and to public
school districts and charter schools in the state. The report shall also
be available to private schools within the state upon request and  shall
be made available on the website maintained by the education department.
  S  3.  This  act shall take effect immediately and shall expire and be
deemed repealed three years after such date.
