AN ACT to amend the public health law and the education law, in relation
  to  establishing  the  high need primary care medical personnel demon-
  stration program; and providing for the repeal of such provisions upon
  expiration thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Short  title. This act shall be known and may be cited as
the "high need primary  care  medical  personnel  demonstration  program
act".
  S  2.  Article  2  of the public health law is amended by adding a new
title 7 to read as follows:
                                TITLE VII
                      HIGH NEED PRIMARY CARE MEDICAL
                          PERSONNEL DEMONSTRATION
                                  PROGRAM
SECTION 267. HIGH NEED  PRIMARY  CARE  MEDICAL  PERSONNEL  DEMONSTRATION
               PROGRAM.
  S 267. HIGH NEED PRIMARY CARE MEDICAL PERSONNEL DEMONSTRATION PROGRAM.
1.  THE  DEPARTMENT  SHALL  ESTABLISH  A  HIGH NEED PRIMARY CARE MEDICAL
PERSONNEL DEMONSTRATION PROGRAM. THE COMMISSIONER  SHALL  DESIGNATE  SIX
LOCATIONS AT WHICH SUCH PROGRAM SHALL BE CONDUCTED.
  (A) THE LOCATIONS OF THE DEMONSTRATION PROGRAM SHALL BE SELECTED BASED
UPON THE FOLLOWING:
  (1)  THE  AMOUNT  OF  PRIMARY  CARE  MEDICAL  SERVICES PROVIDED AT THE
LOCATION APPLYING FOR DESIGNATION;
  (2) THE PERCENTAGE OF PATIENTS RECEIVING CARE THROUGH MEDICAL  ASSIST-
ANCE;
