AN ACT to amend the public housing  law,  in  relation  to  assigning  a
  Section 3 designee to oversee certain public housing assistance

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 1 of section 14 of the public  housing  law  is
amended by adding a new paragraph (x) to read as follows:
  (X)  ASSIGN  A  SECTION  3 DESIGNEE WITHIN THE DIVISION OF HOUSING AND
COMMUNITY RENEWAL WHO SHALL  REPORT  MONTHLY,  QUARTERLY  AND  ANNUALLY,
INTERNALLY,  AND  ANNUALLY  TO THE SPEAKER OF THE ASSEMBLY AND TEMPORARY
PRESIDENT OF THE SENATE REGARDING HOW SECTION 3 GOALS ARE BEING ACHIEVED
ON ALL SECTION 3 APPLICABLE FACILITIES IN THE STATE OF  NEW  YORK.  SUCH
DESIGNEE   SHALL   CONVEY   THE  PROPOSED  WORKFORCE  AND  MINORITY  AND
WOMEN-OWNED BUSINESS ENTERPRISE GOALS TO BE ACHIEVED, AND ONCE  APPROVED
BY COMMITTEE, SHALL BEGIN ENACTING A PLAN OF ACTION NECESSARY TO ACHIEVE
SUCH GOALS.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law.

AN ACT to amend the public housing law, in  relation  to  directing  the
  commissioner  of  housing  and  community  renewal to promulgate regu-
  lations, rules and policies providing for review  of  compliance  with
  section 3 of the federal Housing and Urban Development Act of 1968

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 14 of the public housing law is amended by adding a
new subdivision 7 to read as follows:
  7. THE COMMISSIONER SHALL PROMULGATE REGULATIONS, RULES  AND  POLICIES
WHICH  PROVIDE  FOR  THE  REVIEW  AND  DETERMINATION  OF COMPLIANCE WITH
SECTION 3 OF THE FEDERAL HOUSING AND URBAN DEVELOPMENT ACT OF 1968,  FOR
ALL  HOUSING  SUBJECT  TO SUCH ACT LOCATED WITHIN THE STATE. THE COMMIS-
SIONER SHALL SUBMIT A REPORT DETAILING THE FINDINGS OF SUCH  REVIEW  AND
DETERMINATION  TO  THE  SPEAKER AND MINORITY LEADER OF THE ASSEMBLY, AND
THE TEMPORARY PRESIDENT AND MINORITY LEADER  OF  THE  SENATE  EVERY  SIX
MONTHS.
  S 2. This act shall take effect on the thirtieth day of June or Decem-
ber after this act shall have become a law, whichever shall occur first.
