AN ACT in relation to  providing  certain  funding  for  the  brownfield
  opportunity area program

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Of the one hundred million dollars ($100,000,000) appropri-
ated to the department of environmental  conservation  pursuant  to  the
capital  projects  budget for state fiscal year 2015-2016 for payment of
the state share  of  the  costs  of  hazardous  waste  site  remediation
projects, in accordance with title 13 of article 27 of the environmental
conservation  law  and  section  97-b  of  the  state  finance  law, for
projects, and for payment of state costs associated with the remediation
of offsite contamination at significant threat sites as provided for  in
section   27-1411  of  the  environmental  conservation  law,  including
personal service and fringe benefits of the departments of environmental
conservation, health and law and including suballocations to the depart-
ments of health and law and including costs incidental  and  appurtenant
thereto,  provided  that  a  portion of such amount may be available for
environmental restoration projects in accordance with title 5 of article
56  of  the  environmental  conservation  law,  five   million   dollars
($5,000,000)  shall  be  dedicated  and  made  available  solely for the
purposes of  providing  funding  for  the  brownfield  opportunity  area
program  established  pursuant to section 970-r of the general municipal
law.
  S 2. This act shall take effect immediately.
