AN ACT to amend the county law and the state finance law, in relation to
  defunding planned parenthood

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 16 of section 224 of the county law, as added
by chapter 811 of the laws of 1969, is amended to read as follows:
  16. The board of supervisors of any county [may] SHALL NOT appropriate
[such sums of money as it deems proper toward the  maintenance  of]  ANY
FUNDS  FOR  THE SUPPORT OR OPERATION OF a planned parenthood association
organized and operating [to give family  planning  services  to  persons
residing] in the county.
  S  2. The state finance law is amended by adding a new section 53-e to
read as follows:
  S 53-E. PROHIBITING STATE FUNDING  FOR  PLANNED  PARENTHOOD  ORGANIZA-
TIONS.  NO  APPROPRIATIONS  OR ALLOCATIONS OF STATE FUNDS MAY BE MADE TO
ANY PLANNED PARENTHOOD ASSOCIATION OR TO ANY SUCCESSOR ORGANIZATION.
  S 3. This act shall take effect immediately.
