AN  ACT to amend the highway law, in relation to increasing consolidated
  local highway assistance payments

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (c) of subdivision 8 of section 10-c of the high-
way  law, as added by chapter 56 of the laws of 1993, is amended to read
as follows:
  (c) The moneys appropriated or authorized in each fiscal year pursuant
to the schedules in paragraphs (a) and (b) of this subdivision shall  be
distributed  in accordance with the procedures contained in subdivisions
three and four of this  section.  The  total  of  funds  distributed  in
accordance  with  the  procedures  in  subdivision three of this section
shall equal: one hundred forty-five million  dollars  in  [each]  fiscal
year  TWO  THOUSAND  FIFTEEN, FOUR HUNDRED THIRTY-FIVE MILLION IN FISCAL
YEAR TWO THOUSAND SIXTEEN; FOUR HUNDRED THIRTY-FIVE  MILLION  IN  FISCAL
YEAR  TWO  THOUSAND SEVENTEEN; ONE BILLION THREE HUNDRED FIVE MILLION IN
FISCAL YEAR TWO THOUSAND EIGHTEEN; THREE BILLION  NINE  HUNDRED  FIFTEEN
MILLION  IN  FISCAL  YEAR  TWO  THOUSAND  NINETEEN; ELEVEN BILLION SEVEN
HUNDRED  FORTY-FIVE  MILLION  IN  FISCAL  YEAR  TWO   THOUSAND   TWENTY;
THIRTY-FIVE  BILLION  TWO HUNDRED THIRTY-FIVE MILLION IN FISCAL YEAR TWO
THOUSAND TWENTY-ONE; ONE HUNDRED FIVE BILLION SEVEN HUNDRED FIVE MILLION
IN FISCAL YEAR TWO THOUSAND TWENTY-TWO; THREE HUNDRED SEVENTEEN  BILLION
ONE  HUNDRED  FIFTEEN  MILLION IN FISCAL YEAR TWO THOUSAND TWENTY-THREE;
NINE HUNDRED FIFTY-ONE  BILLION  THREE  HUNDRED  FORTY-FIVE  MILLION  IN
FISCAL  YEAR TWO THOUSAND TWENTY-FOUR; TWO TRILLION EIGHT HUNDRED FIFTY-
FOUR  BILLION  THIRTY-FIVE  MILLION  IN   FISCAL   YEAR   TWO   THOUSAND
TWENTY-FIVE;  AND  EIGHT  TRILLION  FIVE  HUNDRED  SIXTY-TWO BILLION ONE
HUNDRED FIVE MILLION IN FISCAL YEAR TWO THOUSAND TWENTY-SIX  AND  THERE-
AFTER.  The balance of funds shall be distributed in accordance with the
procedures  in  subdivision four of this section. For purposes of calcu-
lating distributions  in  accordance  with  subdivision  three  of  this
section,  the  "funding  level"  shall  be  proportioned between amounts
distributed pursuant to paragraphs (a) and (b) of this subdivision.
  S 2. This act shall take effect immediately.

AN ACT to amend the highway law, in relation to increasing  consolidated
  local highway assistance payments

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraph (c) of subdivision 8 of section 10-c of the high-
way law, as added by chapter 56 of the laws of 1993, is amended to  read
as follows:
  (c)  [The]  EXCEPT AS PROVIDED IN SUBPARAGRAPH (II) OF THIS PARAGRAPH,

distributed in accordance with the procedures contained in  subdivisions

  (I) EXCEPT AS FURTHER PROVIDED IN THIS PARAGRAPH, TOTAL FUNDS distrib-
uted  in  accordance  with  the  procedures in subdivision three of this
section shall equal one  hundred  forty-five  million  dollars  in  each
fiscal  year.    The balance of funds shall be distributed in accordance
with the procedures in subdivision four of this section.
  (II) FOR FISCAL YEARS TWO  THOUSAND  SEVENTEEN  THROUGH  TWO  THOUSAND
TWENTY-SIX  THE TOTAL OF FUNDS DISTRIBUTED IN ACCORDANCE WITH THE PROCE-
DURES IN SUBDIVISION THREE OF  THIS  SECTION  SHALL  EQUAL  SIX  HUNDRED
FORTY-FIVE  MILLION  DOLLARS  IN  EACH  SUCH  FISCAL YEAR. OF SUCH TOTAL
AMOUNT, FIVE HUNDRED  MILLION  DOLLARS  SHALL  BE  DISTRIBUTED  ONLY  TO
CITIES,  COUNTIES, TOWNS AND VILLAGES OUTSIDE OF THE CITY OF NEW YORK IN
ACCORDANCE WITH THE APPLICABLE PROVISIONS OF SUBDIVISION THREE  OF  THIS
SECTION.
  For  purposes of calculating distributions in accordance with subdivi-
sion three of this section, the "funding level"  shall  be  proportioned
between  amounts  distributed pursuant to paragraphs (a) and (b) of this
subdivision.
  S 2. This act shall take effect immediately.
