AN  ACT  to amend the executive law, in relation to outreach programming
  for minority and  women-owned  business  enterprises;  and  making  an
  appropriation therefor

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Paragraphs (a) and (c) of subdivision 3 of section  311  of
the  executive  law,  as  added  by chapter 261 of the laws of 1988, are
amended to read as follows:
  (a) to encourage and assist contracting agencies in their  efforts  to
increase  participation by minority and women-owned business enterprises
on state contracts and subcontracts so as to facilitate the award  of  a
fair  share  of  such contracts to them AND TO PROVIDE ON THE DIVISION'S
WEBSITE A LIST OF EACH CONTRACTING  AGENCY'S  MINORITY  AND  WOMEN-OWNED
BUSINESS   ENTERPRISES   CERTIFICATION   OUTREACH   SEMINARS,  CONTACTS,
RESOURCES, EVENTS AND OPPORTUNITIES;
  (c) to conduct educational OUTREACH programs TO ENCOURAGE THE  CERTIF-
ICATION  OF MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISES, AS DEFINED BY
SUBDIVISIONS SEVEN AND FIFTEEN OF SECTION  THREE  HUNDRED  TEN  OF  THIS
ARTICLE,  AND  TO  PROMOTE SUCH PROGRAM TO GROUPS OF MINORITIES, WITH AN
EMPHASIS ON UNDER-REPRESENTED MINORITIES, consistent with  the  purposes
of this article[;]. AS USED IN THIS PARAGRAPH, "UNDER-REPRESENTED MINOR-
ITIES"  MEANS  MINORITY  GROUPS  WITH  A  STATE  CONTRACT  PARTICIPATION
PERCENTAGE OF LESS THAN TWENTY PERCENT OF THE TOTAL MINORITY AND  WOMEN-
OWNED BUSINESS ENTERPRISE PARTICIPATION, SUCH AS BLACKS AND HISPANICS.
  S  2.  The sum of one million dollars ($1,000,000), or so much thereof
as may be necessary, is hereby appropriated to the division of  minority
and  women's  business development from any moneys in the state treasury
in the general fund to the credit of the  state  purposes  account,  not
otherwise  appropriated, for the purposes of carrying out the provisions
of section one of this act. Such sum shall be payable on the  audit  and
warrant  of  the  state comptroller on vouchers certified or approved by
the division of minority and women's business development, or  its  duly
