S T A T E O F N E W Y O R K ________________________________________________________________________ 9980 I N A S S E M B L Y May 2, 2016 ___________ Introduced by M. of A. RICHARDSON -- read once and referred to the Committee on Governmental Operations AN ACT to direct the commissioner of criminal justice services to estab- lish a pilot program for the use of body worn video recording equip- ment on certain police officers of the city of New York; and providing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of criminal justice services shall, in consultation with the police commissioner of the city of New York, establish a pilot program providing for the use of body worn video recording equipment on certain police officers in five precincts of the police department of the city of New York. All such equipment shall be installed on or before December 31, 2016, and shall be used whenever the police officer is on duty on or after January 1, 2017. The commissioner of criminal justice services shall promulgate any rules and regulations necessary to implement the provisions of this section. Such rules and regulations shall require that all video recordings shall be maintained by the police department of the city of New York for not less than six months and establish minimum standards for the video cameras, recording equipment and magnetic media recording tapes to be used. S 2. This act shall take effect immediately and shall expire and be deemed repealed December 31, 2019.
