  printed to be committed to the Committee on Transportation

AN ACT to amend the public authorities law, in relation to directing the
  metropolitan transportation authority to authorize students, attending
  elementary or secondary schools outside of the borough in  which  they
  reside, to pay a fare for express bus service at one-half regular rate
  therefor

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 1266 of the public authorities law  is  amended  by
adding a new subdivision 16-a to read as follows:
  16-A.  NOTWITHSTANDING ANY OTHER PROVISION OF LAW, THE AUTHORITY SHALL
ESTABLISH AND IMPLEMENT A  HALF  FARE  RATE  PROGRAM,  FOR  EXPRESS  BUS
SERVICE OPERATED BY THE AUTHORITY, FOR STUDENTS WHO ATTEND AN ELEMENTARY
OR SECONDARY SCHOOL OUTSIDE OF THE BOROUGH IN WHICH THE STUDENT RESIDES,
WHEN SUCH STUDENT HOLDS AN AUTHORITY BUS PASS OR METROCARD ISSUED BY THE
CITY  SCHOOL  DISTRICT  OF THE CITY OF NEW YORK. PROVIDED THAT SUCH HALF
FARE RATE SHALL ONLY BE GRANTED TO A STUDENT WHILE HE OR SHE IS  TRAVEL-
ING TO OR FROM HIS OR HER SCHOOL.
  S  2.  This  act shall take effect on the thirtieth day after it shall
have become a law.
