BILL NUMBER:S4098 TITLE OF BILL: An act to amend the public officers law, in relation to detailed expenditure reports on agency employees required to file financial disclosure statements SUMMARY OF PROVISIONS: Section one provides that state agencies must compile and publish quarterly on the internet reimbursements to certain employees for travel, meal and lodging expenses. Justification: To better to shine light on the operations and expenditures of government it is necessary for certain expenditures to be reported and reviewed. Currently travel reimbursements to certain government employees are not publicly available for inspection. This bill will provide that these expenditures receive the necessary review to ensure that government is working in the most efficient manner for the people of New York State. MARCELLINO, GALLIVAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the public officers law, in relation to detailed expend- iture reports on agency employees required to file financial disclo- sure statements THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs (b) and (c) of subdivision 3 of section 87 of the public officers law, paragraph (b) as added by chapter 933 of the laws of 1977 and paragraph (c) as amended by chapter 499 of the laws of 2008, are amended and a new paragraph (d) is added to read as follows: (b) a record setting forth the name, public office address, title and salary of every officer or employee of the agency; [and] (c) a reasonably detailed current list by subject matter of all records in the possession of the agency, whether or not available under this article. Each agency shall update its subject matter list annually, and the date of the most recent update shall be conspicuously indicated on the list. Each state agency as defined in subdivision four of this section that maintains a website shall post its current list on its website and such posting shall be linked to the website of the committee on open government. Any such agency that does not maintain a website shall arrange to have its list posted on the website of the committee on open government[.]; AND (D) A DETAILED EXPENDITURE REPORT FOR ALL AGENCY EMPLOYEES WHO ARE REQUIRED TO FILE THE FINANCIAL DISCLOSURE FORM PURSUANT TO SECTION SEVENTY-THREE-A OF THIS CHAPTER. SUCH REPORT SHALL DETAIL REIMBURSE- MENTS TO THOSE EMPLOYEES FOR TRAVEL, MEALS AND ACCOMMODATIONS AND LIST (1) THE VOUCHER NUMBER, (2) THE DATE OF PAYMENT, (3) THE NAME OF EVERY PERSON BEING REIMBURSED, AND (4) A DESCRIPTION OF THE PAYMENT. SUCH REPORT SHALL BE MADE QUARTERLY AND SHALL BE POSTED, IN A SEARCHABLE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD09584-02-5
