TITLE OF BILL:

An act to amend the education law, in relation to requiring a study of
the educational model at The Eagle Academy and developing an education
program to be utilized by certain schools

PURPOSE:

To evaluate the education model at the Eagle Academy and to use those
findings as a basis for improving certain public schools in New York.

SUMMARY OF PROVISIONS:

Section 1 establishes that the commissioner conduct a study evaluating
the Eagle Academy's curriculum, educational model, and its approach to
professional development. These findings should then be used to create a
new education program to be distributed to New York public schools whose
student body is predominately made up of students from historically
marginalized groups.

JUSTIFICATION:

When we assess the challenges of African American and Latino young boys
in our city and state, we determine that Education is the critical foun-

dation to help create a pathway to success. The Eagle Academy for Young
Men is a system of six schools and is helping to lay that critical foun-
dation. The Academy, which is open to grades six through 12, was created
in 2004 by the One Hundred Black Men of America. The schools are strate-
gically placed in high-crime areas in all five boroughs of New York
City, and in Newark, New Jersey. The Eagle Academy has achieved incompa-
rable success in educating and graduating young boys of color. The aver-
age number of Black and Latino boys to graduate high school in New York
City is 50 percent.  At Eagle Academy, that rate is 78 percent, with 100
percent of its students being accepted into colleges. At The Eagle Acad-
emy's Bronx school, every student's day begins with breakfast and a town
hall meeting where students get to discuss with administrator's school
announcements and any issues they are experiencing. Given its remarkable
success, it is a model that should be researched to determine how to
scale out a similar system across our state to empower our young men of
color. If successfully implemented, such a model would not only cause
more kids to attend school, but would increase the rate at which they
graduate and move onto prosperous lives.

AN ACT to amend the education law, in relation to requiring a  study  of
  the educational model at The Eagle Academy and developing an education
  program to be utilized by certain schools

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 305 of the education law is amended by adding a new
subdivision 53 to read as follows:
  53. A. THE COMMISSIONER SHALL UNDERTAKE A STUDY TO EVALUATE THE EDUCA-
TIONAL MODEL AT THE EAGLE ACADEMY LOCATED IN THE CITY OF NEW YORK, WHICH
WILL INCLUDE AN ANALYSIS OF THE ACADEMY'S  CURRICULUM  AND  APPROACH  TO
PROFESSIONAL DEVELOPMENT.
  B. THE COMMISSIONER'S STUDY SHALL IDENTIFY THE FOLLOWING INFORMATION:
  (I)  THE  LESSONS,  ACADEMIC CONTENT, AND SPECIFIC COURSES OR PROGRAMS
OFFERED AT THE ACADEMY;
  (II) THE AREAS OF THE ACADEMY'S EDUCATIONAL MODEL CONTRIBUTING MOST TO
THE SUCCESS OR FAILURE OF STUDENTS; AND
  (III) THE TRAINING, CONTENT KNOWLEDGE AND INSTRUCTIVE SKILLS OF TEACH-
ERS AT THE ACADEMY.
  C. THE STUDY REQUIRED PURSUANT TO  PARAGRAPH  A  OF  THIS  SUBDIVISION
SHALL  RESULT  IN  A  REPORT, WHICH SHALL DETAIL A NEW EDUCATION PROGRAM
BASED ON THE ACADEMY'S CURRICULUM AND APPROACH TO PROFESSIONAL  DEVELOP-
MENT.  THE  REPORT SHALL BE DISTRIBUTED TO PUBLIC SCHOOLS THROUGHOUT THE
STATE WHOSE MINORITY AND LOW-INCOME STUDENTS CONSTITUTE THE MAJORITY  OF
THE  STUDENT  BODY.  FOR  THE PURPOSE OF THIS SUBDIVISION, "MINORITY AND
LOW-INCOME STUDENTS" SHALL MEAN STUDENTS  FROM  GROUPS  THAT  HAVE  BEEN
HISTORICALLY  MARGINALIZED. THE COMMISSIONER SHALL ENCOURAGE SUCH PUBLIC
SCHOOLS TO ADOPT THE NEW EDUCATION PROGRAM.
  S 2. This act shall take effect on the ninetieth day  after  it  shall
have become a law.
