BILL NUMBER:S5356 TITLE OF BILL: An act relating to the payment of aid to eligible municipalities in which a video lottery gaming facility is located PURPOSE: To restore funding to the host municipalities of upstate video lottery gaming facilities. SUMMARY OF PROVISIONS: Section 1 states that those municipalities with video lottery gaming facilities shall receive 100% of the aid that was received in the fiscal year commencing April 1, 2008. Section 2 state the effective date. JUSTIFICATION: With the enactment of local racinos, it was decided that host municipalities receive a share of revenue for serving as the host municipality. In the 2008-2009 budget, aid to municipalities pertaining to this legislation were cut by 60%. This legislation seeks to provide VLT host municipalities their payment of aid in an amount equal to 100 percent of the aid they received in 2008 prior to the enactment of the 2008-2009 budget. MARCHIONE -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT relating to the payment of aid to eligible municipalities in which a video lottery gaming facility is located THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding the provisions of chapter 53 of the laws of 2015, for the payment of aid to eligible municipalities in which a video lottery gaming facility is located pursuant to section 54-l of the state finance law, such municipalities shall receive aid in an amount equal to 100 percent of the aid which such municipalities received in the state fiscal year commencing April 1, 2008. S 2. This act shall take effect immediately and shall be deemed to have been in full force and effect on the same date as chapter 53 of the laws of 2015 took effect.
