BILL NUMBER:S5407 TITLE OF BILL: An act to amend the state finance law, in relation to receipt of state aid by the village of Mastic Beach PURPOSE OR GENERAL IDEA OF BILL: To make permanent, state AIM funding for the village of Mastic Beach. SUMMARY OF SPECIFIC PROVISIONS: Sections One amends the state finance law by providing that, for purposes of AIM funding for the village of Mastic Beach, prior year aid shall mean the amount received by the village for the 2015-2016 fiscal year. Section Two is the effective date EXISTING LAW: Currently, all villages that were incorporated prior to the enactment of the 2008 budget are treated in this manner for purposes of AIM funding. JUSTIFICATION: Mastic Beach Village was incorporated in 2010, after the enactment of the provisions which govern AIM funding allocation for all the villages that were incorporated prior to the enactment of the 2008 budget. This bill simply puts the Village in the position that it would have been in, had it incorporated prior to 2008.

CROCI -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to receipt of state aid by the village of Mastic Beach THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraph (viii) of paragraph a of subdivision 10 of section 54 of the state finance law is amended by adding a new clause 3 to read as follows: (3) FOR THE VILLAGE OF MASTIC BEACH, FOR THE STATE FISCAL YEAR COMMENCING APRIL FIRST, TWO THOUSAND SIXTEEN AND IN EACH STATE FISCAL YEAR THEREAFTER, THE AMOUNT OF MISCELLANEOUS FINANCIAL ASSISTANCE FROM THE LOCAL ASSISTANCE ACCOUNT RECEIVED BY SUCH VILLAGE IN THE FISCAL YEAR BEGINNING APRIL FIRST, TWO THOUSAND FIFTEEN. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD10824-01-5
