BILL NUMBER:S5478 TITLE OF BILL: An act to amend chapter 19 of the laws of 2014 amending the election law relating to enacting the agreement among the states to elect the president by national popular vote, in relation to making such provisions permanent PURPOSE: To repeal a portion of the effective date of chapter 19 of the laws of 2014. SUMMARY OF PROVISIONS: Section 1 - Amends Section 2 of chapter 19 of the laws of 2014 to repeal a portion of the effective date. Section 2 - Sets the effective date. JUSTIFICATION: This bill would amend the existing law to allow a sufficient amount of time for the National Popular Vote Compact to take full effect. GRIFFO -- read twice and ordered printed, and when printed to be committed to the Committee on Elections AN ACT to amend chapter 19 of the laws of 2014 amending the election law relating to enacting the agreement among the states to elect the pres- ident by national popular vote, in relation to making such provisions permanent THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 2 of chapter 19 of the laws of 2014 amending the election law relating to enacting the agreement among the states to elect the president by national popular vote, is amended to read as follows: S 2. This act shall take effect immediately; provided that the commis- sioner of the state board of elections shall notify the legislative bill drafting commission upon the occurrence of the adoption of the agreement among the states to elect the president by national popular vote by two or more states in order that the commission may maintain an accurate and timely effective data base of the official text of the laws of the state of New York in furtherance of effecting the provisions of section 44 of the legislative law and section 70-b of the public officers law[; provided, however, that this act shall expire and be deemed repealed December 31, 2018 if the states cumulatively possessing a majority of the electoral votes have not enacted the provisions of the agreement among the states to elect the president by national popular vote, and provided that the commissioner of the state board of elections shall notify the legislative bill drafting commission of such expiration].
