TITLE OF BILL: An act to amend the public health law, in relation to
health care and wellness education and outreach programs for
preventing sudden cardiac arrest among student athletes
PURPOSE OR GENERAL IDEA OF BILL: to establish education and outreach
programs for preventing sudden cardiac arrest among student athletes.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1. Subdivision 1 of section 207 of the public health law is
amended to add a new paragraph (l).
Section 2. Effective date.
JUSTIFICATION: This bill adds to the existing Health Care and Wellness
Education and Outreach Program within the New York State Department of
Health the need and importance of education and outreach programs for
preventing sudden cardiac arrest among student athletes. The
Commissioner shall provide educational materials for students and
their parents and guardians regarding sudden cardiac arrest. This
material shall be developed in conjunction with the Commissioner of
Education, the Medical Society of the State of New York, the New York
Chapter of the American Academy of Pediatrics, and the American Heart
Association. Furthermore it shall include an explanation of sudden

AN ACT to amend the public health law, in relation to health care and
wellness education and outreach programs for preventing sudden cardiac
arrest among student athletes
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subdivision 1 of section 207 of the public health law is
amended by adding a new paragraph (l) to read as follows:
(L) PREVENTING SUDDEN CARDIAC ARREST AMONG STUDENTS PARTICIPATING IN
SCHOOL SPORTING EVENTS, INCLUDING RECOMMENDING EVIDENCED-BASED BEST
PRACTICES FOR HEALTH CERTIFICATES REQUIRED PURSUANT TO SECTION NINE
HUNDRED THREE OF THE EDUCATION LAW, SCREENING EXAMS REQUIRED FOR PARTIC-
IPATION IN INTERSCHOLASTIC ATHLETICS, AND INFORMATION FOR STUDENTS AND
THEIR PARENTS AND GUARDIANS REGARDING SUDDEN CARDIAC ARREST. SUCH MATE-
RIALS SHALL BE DEVELOPED IN CONJUNCTION WITH THE COMMISSIONER OF EDUCA-
TION, THE MEDICAL SOCIETY OF THE STATE OF NEW YORK, THE NEW YORK CHAPTER
OF THE AMERICAN ACADEMY OF PEDIATRICS, AND THE AMERICAN HEART ASSOCI-
ATION, AND SHALL INCLUDE AN EXPLANATION OF SUDDEN CARDIAC ARREST, ITS
INCIDENCE AMONG STUDENT ATHLETES, A DESCRIPTION OF EARLY WARNING SIGNS,
AND AN OVERVIEW OF THE OPTIONS THAT ARE PRIVATELY AVAILABLE TO SCREEN
FOR CARDIAC CONDITIONS THAT MAY LEAD TO SUDDEN CARDIAC ARREST INCLUDING
A STATEMENT ABOUT THE LIMITATIONS OF THESE OPTIONS.
S 2. This act shall take effect immediately.
