AN ACT to amend the state finance law, in relation to  state  assistance
  to  local governments for support of applicants for state, federal and
  other grants

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  state finance law is amended by adding a new section
54-m to read as follows:
  S 54-M. STATE ASSISTANCE TO LOCAL GOVERNMENTS FOR  SUPPORT  OF  APPLI-
CANTS  FOR  STATE,  FEDERAL  AND OTHER GRANTS. 1. THE SECRETARY OF STATE
SHALL GRANT STATE AID TO ANY COUNTY OR MUNICIPALITY WITH A POPULATION OF
LESS THAN ONE HUNDRED THOUSAND IN AN AMOUNT OF NO MORE THAN  FIVE  THOU-
SAND  DOLLARS  PER  APPLICATION FOR THE PURPOSES OF AIDING THE COUNTY OR
MUNICIPALITY IN APPLYING FOR ANY STATE, FEDERAL, PRIVATE FOUNDATION,  OR
OTHER  RELATED  GRANTS, PROVIDED THAT SUCH GRANT WILL AID LOCAL COMMUNI-
TIES THROUGH THE PROMOTION OF ECONOMIC DEVELOPMENT,  JOB  CREATION,  JOB
TRAINING, GREEN JOB DEVELOPMENTS, OR ANY OTHER RELATED PURPOSE AS DETER-
MINED BY THE SECRETARY OF STATE.
  2.  THE  MAYOR,  TOWN  SUPERVISOR,  COUNTY  EXECUTIVE, OR OTHER ENTITY
ACTING ON BEHALF OF THE EXECUTIVE AUTHORITY OF A COUNTY OR  MUNICIPALITY
DESIRING  TO  MAKE AN APPLICATION FOR STATE AID UNDER THIS SECTION SHALL
SUBMIT TO THE SECRETARY OF STATE ANNUALLY ON SUCH DATES AS MAY BE  FIXED
BY  SUCH  SECRETARY  THE  REQUEST FOR AID AND SHALL SUPPORT SUCH REQUEST
WITH ANY AND ALL INFORMATION SUCH SECRETARY MAY REQUIRE. EACH COUNTY  OR
MUNICIPALITY  MAY  SUBMIT ONLY ONE APPLICATION PER YEAR.  SUCH SECRETARY
SHALL PROMULGATE RULES  AND  REGULATIONS  NECESSARY  TO  ADMINISTER  AND
ENFORCE  THIS SECTION, INCLUDING BUT NOT LIMITED TO PRESCRIBING THE FORM
IN WHICH SUCH INFORMATION MAY BE SUBMITTED  AND  ANY  CRITERIA  FOR  THE
REVIEW  OF  SUCH  APPLICATION, INCLUDING BUT NOT LIMITED TO A SHOWING OF
HOW SMALL GRANT FUNDING BY THE STATE WILL ASSIST  A  COUNTY  OR  MUNICI-
PALITY  IN  APPLYING  FOR  A  LARGER GRANT FROM STATE, FEDERAL, OR OTHER
SOURCES AND THAT SUCH COUNTY OR MUNICIPALITY WOULD OTHERWISE  BE  UNABLE
