                                 BILL NUMBER:  S6274

 TITLE OF BILL :

An act to amend the state finance law, in relation to state assistance
to local governments for support of applicants for state, federal and
other grants

 PURPOSE :

Relates to state assistance to local governments for support of
applicants for state, federal and other grants

 SUMMARY OF PROVISIONS :

Requires the Department of State to make available to counties or
municipalities with a population of less than 100,000 grants of no
more than $5,000 per applications, with receipt of such grant being
used to apply for other state, federal, or other grants that would aid
in job development and economic growth. The Secretary shall promulgate
rules necessary for the enactment of this provision, including a
yearly schedule for applications for small-grants and a showing by the
applicant on how smaller grants will aid in the application of larger
grants. Funding shall be provided via yearly appropriation, but the
amount of funding shall be no less than one-half of one percent of
funds appropriated to the local government and community services

account of the Department of State.

 EXISTING LAW :

New

 JUSTIFICATION :

While many large-scale grants exist at the state and federal level and
through private foundations and other non-governmental organizations,
applications for such grants are often complex and multifaceted. For
many municipalities within New York, the cost of applying for such
grants is too great, despite the fact that receipt of larger grants
would prove strongly helpful for economic development and job growth.

In order to assist such small municipalities with applications for
grants, this legislation would create a small-grants program for the
explicit purpose of acting as "seed money" to support applications for
larger grants. The state, through the Department of State, would
provide such seed funding in small grants of no more than $5,000 per
applicant, to allow for a municipality or county to afford the
administrative costs in completing complex, large-scale applications.

As of SFY 2015-2016, the minimum amount of funds available for such
applications under this bill would be approximately $70,000, though
the total amount of funding would depend on yearly appropriations. In
other words, the state could support at least 14 new grant
applications, giving municipalities greater bandwidth to apply for and
receive national funding to improve quality of life for local
residents.

No new costs. All funds will be drawn from pre-existing appropriations
and are otherwise contingent on yearly appropriations to the
Department of State.
 EFFECTIVE DATE :
This act shall take effect immediately, provided that no grants shall
be provided until after the beginning of the next fiscal year after
this act shall have become a law.

AN ACT to amend the state finance law, in relation to  state  assistance
  to  local governments for support of applicants for state, federal and
  other grants

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  state finance law is amended by adding a new section
54-m to read as follows:
  S 54-M. STATE ASSISTANCE TO LOCAL GOVERNMENTS FOR  SUPPORT  OF  APPLI-
CANTS  FOR  STATE,  FEDERAL  AND OTHER GRANTS. 1. THE SECRETARY OF STATE
SHALL GRANT STATE AID TO ANY COUNTY OR MUNICIPALITY WITH A POPULATION OF
LESS THAN ONE HUNDRED THOUSAND IN AN AMOUNT OF NO MORE THAN  FIVE  THOU-
SAND  DOLLARS  PER  APPLICATION FOR THE PURPOSES OF AIDING THE COUNTY OR
MUNICIPALITY IN APPLYING FOR ANY STATE, FEDERAL, PRIVATE FOUNDATION,  OR
OTHER  RELATED  GRANTS, PROVIDED THAT SUCH GRANT WILL AID LOCAL COMMUNI-
TIES THROUGH THE PROMOTION OF ECONOMIC DEVELOPMENT,  JOB  CREATION,  JOB
TRAINING, GREEN JOB DEVELOPMENTS, OR ANY OTHER RELATED PURPOSE AS DETER-
MINED BY THE SECRETARY OF STATE.
  2.  THE  MAYOR,  TOWN  SUPERVISOR,  COUNTY  EXECUTIVE, OR OTHER ENTITY
ACTING ON BEHALF OF THE EXECUTIVE AUTHORITY OF A COUNTY OR  MUNICIPALITY
DESIRING  TO  MAKE AN APPLICATION FOR STATE AID UNDER THIS SECTION SHALL
SUBMIT TO THE SECRETARY OF STATE ANNUALLY ON SUCH DATES AS MAY BE  FIXED
BY  SUCH  SECRETARY  THE  REQUEST FOR AID AND SHALL SUPPORT SUCH REQUEST
WITH ANY AND ALL INFORMATION SUCH SECRETARY MAY REQUIRE. EACH COUNTY  OR
MUNICIPALITY  MAY  SUBMIT ONLY ONE APPLICATION PER YEAR.  SUCH SECRETARY
SHALL PROMULGATE RULES  AND  REGULATIONS  NECESSARY  TO  ADMINISTER  AND
ENFORCE  THIS SECTION, INCLUDING BUT NOT LIMITED TO PRESCRIBING THE FORM
IN WHICH SUCH INFORMATION MAY BE SUBMITTED  AND  ANY  CRITERIA  FOR  THE
REVIEW  OF  SUCH  APPLICATION, INCLUDING BUT NOT LIMITED TO A SHOWING OF
HOW SMALL GRANT FUNDING BY THE STATE WILL ASSIST  A  COUNTY  OR  MUNICI-
PALITY  IN  APPLYING  FOR  A  LARGER GRANT FROM STATE, FEDERAL, OR OTHER
SOURCES AND THAT SUCH COUNTY OR MUNICIPALITY WOULD OTHERWISE  BE  UNABLE

TO  APPLY  FOR  THE LARGER GRANT WITHOUT SMALL GRANT ASSISTANCE FROM THE
STATE.
  3.  ALL FUNDS AVAILABLE FOR THIS SECTION SHALL BE PROVIDED PURSUANT TO
AN ANNUAL APPROPRIATION TO THE DEPARTMENT OF STATE, BUT IN NO CASE SHALL
BE LESS THAN ONE HALF OF ONE PERCENT OF ALL FUNDS  APPROPRIATED  TO  THE
LOCAL GOVERNMENT AND COMMUNITY SERVICES ACCOUNT OF SUCH DEPARTMENT.
  S  2.  This act shall take effect immediately, provided that no grants
shall be provided pursuant to this act until after the first day of  the
next fiscal year after this act shall have become a law.
