BILL NUMBER: S7291 TITLE OF BILL : An act to amend the labor law, in relation to workforce guidance and information for women; and to amend the civil service law, in relation to the recruitment of women to state civil service initiative PURPOSE : To improve services and training for women to qualify for higher paying jobs and careers. SUMMARY OF PROVISIONS : This bill amends Section 10-c of the Labor law to require the department of labor to report to the legislature on the success of its workforce guidance and information for women initiative, as added in 2012. This bill also adds a new section 12 to civil service law that requires the department to provide information to both men and women regarding high paying jobs and careers, including jobs traditionally dominated by men. The president of the civil service department would also be required to submit a report to the legislature on the success of this initiative.

ROBACH -- read twice and ordered printed, and when printed to be committed to the Committee on Labor AN ACT to amend the labor law, in relation to workforce guidance and information for women; and to amend the civil service law, in relation to the recruitment of women to state civil service initiative THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 10-c of the labor law, as added by chapter 284 of the laws of 2012, is amended to read as follows: S 10-c. Workforce guidance and information for women [policy] INITI- ATIVE. 1. The department shall provide guidance to local workforce investment boards and staff, to enable them to better educate and inform both women and men about higher paying jobs and careers including jobs traditionally dominated by men. Such guidance shall promote program services for job seekers that provide: (a) current information about compensation for jobs and careers that offer high earning potential including jobs that are traditionally domi- nated by men; (b) counseling, skills development and training that encourage both women and men to seek employment in such jobs; (c) referrals to employers offering such jobs; and (d) current local labor market information regarding the gender wage gap and specific self-sufficiency rates for families living and working in that local labor market. 2. THE COMMISSIONER SHALL PREPARE AND SUBMIT TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE, AND THE SPEAKER OF THE ASSEMBLY AN ANNUAL EVALUATION REPORT OF THE INITIATIVE NO LATER THAN JANUARY FIRST, TWO THOUSAND EIGHTEEN, AND EVERY YEAR THEREAFTER. THE REPORT SHALL INCLUDE: (A) HOW MANY WOMEN WERE REFERRED TO COUNSELING OR SKILLS DEVELOPMENT AND TRAINING FOR JOBS AND CAREERS THAT OFFER HIGH EARNING POTENTIAL, INCLUDING JOBS TRADITIONALLY DOMINATED BY MEN; (B) HOW MANY WOMEN WERE REFERRED TO SUCH JOBS; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
