BILL NUMBER: S7396 TITLE OF BILL : An act to amend the education law, in relation to requiring students to maintain a minimum grade point average as a condition to participation in certain school-sponsored clubs, teams or organizations PURPOSE : This bill allows school districts to set minimum grade point average standards for students who participate in extracurricular activities, including school sports teams SUMMARY OF PROVISIONS : Section 1 amends the education law relating to common school districts. Section 2 amends the education law relating to union free school districts. Section 3 amends the education law relating to city school districts of cities with less than one-hundred and twenty-five thousand inhabitants.

MURPHY -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to requiring students to maintain a minimum grade point average as a condition to participation in certain school-sponsored clubs, teams or organizations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1604 of the education law is amended by adding a new subdivision 43 to read as follows: 43. TO ADOPT RULES, AS IT MAY DEEM NECESSARY, REQUIRING STUDENTS IN GRADES SEVEN TO TWELVE TO MAINTAIN A MINIMUM GRADE POINT AVERAGE AS A CONDITION TO PARTICIPATION IN A SCHOOL-SPONSORED CLUB, TEAM OR EXTRACUR- RICULAR ORGANIZATION THAT REGULARLY MEETS TO PRACTICE AND/OR COMPETE INTERSCHOLASTICALLY. S 2. Section 1709 of the education law is amended by adding a new subdivision 43 to read as follows: 43. TO ADOPT RULES, AS IT MAY DEEM NECESSARY, REQUIRING STUDENTS IN GRADES SEVEN TO TWELVE TO MAINTAIN A MINIMUM GRADE POINT AVERAGE AS A CONDITION TO PARTICIPATION IN A SCHOOL-SPONSORED CLUB, TEAM OR EXTRACUR- RICULAR ORGANIZATION THAT REGULARLY MEETS TO PRACTICE AND/OR COMPETE INTERSCHOLASTICALLY. S 3. Subdivision 4 of section 2503 of the education law is amended by adding a new paragraph e to read as follows: E. SHALL ADOPT RULES, AS IT MAY DEEM NECESSARY, REQUIRING STUDENTS IN GRADES SEVEN TO TWELVE TO MAINTAIN A MINIMUM GRADE POINT AVERAGE AS A CONDITION TO PARTICIPATION IN A SCHOOL-SPONSORED CLUB, TEAM OR EXTRACUR- RICULAR ORGANIZATION THAT REGULARLY MEETS TO PRACTICE AND/OR COMPETE INTERSCHOLASTICALLY. S 4. Section 2554 of the education law is amended by adding a new subdivision 28 to read as follows: 28. TO ADOPT RULES, AS IT MAY DEEM NECESSARY, REQUIRING STUDENTS IN GRADES SEVEN TO TWELVE TO MAINTAIN A MINIMUM GRADE POINT AVERAGE AS A CONDITION TO PARTICIPATION IN A SCHOOL-SPONSORED CLUB, TEAM OR EXTRACUR- EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
