BILL NUMBER: S7427 TITLE OF BILL : An act to amend the social services law, in relation to codifying the early childhood advisory council PURPOSE : To promote a comprehensive and high quality early childhood system in New York State. SUMMARY OF PROVISIONS : Section one would establish the Early Childhood Advisory Council (ECAC), set forward the membership and duties of the ECAC and require the submission of a statewide strategic report to the Governor, Speaker of the Assembly and Temporary President of the Senate. Section two would set an immediate effective date. JUSTIFICATION : Federal law requires that states establish advisory councils to promote comprehensive and high quality early childhood systems. AVELLA -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families AN ACT to amend the social services law, in relation to codifying the early childhood advisory council THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The social services law is amended by adding a new section 483-g to read as follows: S 483-G. EARLY CHILDHOOD ADVISORY COUNCIL. 1. THERE IS HEREBY ESTAB- LISHED WITHIN THE COUNCIL AN EARLY CHILDHOOD ADVISORY COUNCIL TO PROMOTE A COMPREHENSIVE AND HIGH QUALITY EARLY CHILDHOOD SYSTEM. MEMBERS OF THE EARLY CHILDHOOD ADVISORY COUNCIL SHALL INCLUDE, TO THE MAXIMUM EXTENT POSSIBLE: (A) A REPRESENTATIVE OF THE OFFICE OF CHILDREN AND FAMILY SERVICES; (B) A REPRESENTATIVE OF THE STATE EDUCATION DEPARTMENT; (C) A REPRESENTATIVE OF LOCAL EDUCATIONAL AGENCIES; (D) A REPRESENTATIVE OF INSTITUTIONS OF HIGHER EDUCATION IN THE STATE; (E) A REPRESENTATIVE OF LOCAL PROVIDERS OF EARLY CHILDHOOD EDUCATION AND DEVELOPMENT SERVICES; (F) A REPRESENTATIVE OF HEAD START AGENCIES, INCLUDING MIGRANT AND SEASONAL HEAD START PROGRAMS AND INDIAN HEAD START PROGRAMS; (G) THE DIRECTOR OF THE HEAD START COLLABORATION OFFICE; (H) A REPRESENTATIVE FROM THE DEPARTMENT OF HEALTH; (I) A REPRESENTATIVE OF THE OFFICE OF TEMPORARY AND DISABILITY ASSIST- ANCE; (J) A REPRESENTATIVE OF THE EMPIRE STATE DEVELOPMENT CORPORATION; (K) A REPRESENTATIVE OF THE DIVISION OF THE BUDGET; (L) AT LEAST FIVE REPRESENTATIVES OF THE BUSINESS COMMUNITY; AND (M) REPRESENTATIVES OF OTHER ENTITIES DETERMINED TO BE RELEVANT BY THE GOVERNOR. 2. THE EARLY CHILDHOOD ADVISORY COUNCIL SHALL, IN ADDITION TO ANY RESPONSIBILITIES ASSIGNED BY THE GOVERNOR: (A) CONDUCT A PERIODIC STATEWIDE NEEDS ASSESSMENT CONCERNING THE QUAL- ITY AND AVAILABILITY OF EARLY CHILDHOOD EDUCATION AND DEVELOPMENT EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
