  printed to be committed to the Committee on Transportation

AN ACT to amend the railroad law, in relation  to  freight  train  oper-
  ations

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The railroad law is amended by adding a new section 245  to
read as follows:
  S  245.  FREIGHT TRAIN OPERATIONS. ALL FREIGHT TRAIN OPERATIONS WITHIN
THIS STATE SHALL HAVE AT LEAST TWO CREW MEMBERS, ONE OF WHOM SHALL BE  A
CERTIFIED  LOCOMOTIVE  ENGINEER  AND  ONE  OF  WHOM SHALL BE A FEDERALLY
CERTIFIED CONDUCTOR.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law.
