BILL NUMBER: S7967 TITLE OF BILL : An act to amend the labor law, in relation to including forward-facing employment data in labor market information PURPOSE OF THE BILL : To give students and administrators labor market and forward facing employment data to best advise students on the skills and experience needed to fill the many jobs in New York that needlessly go unfilled. SUMMARY OF PROVISIONS : Section 1 defines key terms including "forward facing employment data" as current and projected employment opportunities in New York with the geographic, training, and experience requirements needed to fill such opportunities. This section also requires that the Department of Labor shall provide to, inter alia, every school district and community college in the state maintaining approved career education programs, labor market information and forward facing employment data. Furthermore, the education department shall provide schools and an analysis of the labor market information and forward facing employment data. MARTINS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the labor law, in relation to including forward-facing employment data in labor market information THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 12 of the labor law, as added by chapter 612 of the laws of 1977 and subdivisions 2 and 7 as amended by chapter 301 of the laws of 1996, is amended to read as follows: S 12. Transmission of labor market information. 1. For the purposes of this section: a. Department means the department of labor of the state of New York. b. Commissioner means the industrial commissioner of the state of New York. c. Education department means the education department of the state of New York. d. Labor market information is defined to include, but not be limited to, industry and occupational projections for those standard metropol- itan statistical areas for which the department compiles such informa- tion and for the state of New York, "Applications and Openings" publica- tion, and the "New York State Annual Planning Report", providing, however, that the commissioner shall have the power to include addi- tional publications, projections and other data to this definition of labor market information. E. FORWARD-FACING EMPLOYMENT DATA IS DEFINED TO INCLUDE, BUT NOT BE LIMITED TO, CURRENT AND PROJECTED EMPLOYMENT OPPORTUNITIES IN THE STATE OF NEW YORK, AND SHALL INCLUDE, BUT NOT BE LIMITED TO, FACTORS SUCH AS GEOGRAPHICAL LOCATION OR REQUIRED TRAINING AND EXPERIENCE FOR SUCH OPPORTUNITIES. 2. When it is jointly determined by the department and the education department that labor market information OR FORWARD-FACING EMPLOYMENT DATA prepared by the department is adequate in this prepared form, the department shall transmit a copy of such information AND DATA to: every school district in the state of New York maintaining approved career EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
