BILL NUMBER:  S7659

 TITLE OF BILL :  An act to amend the highway law, in relation to
designating a portion of the state highway system as the "Army Captain
Clayton Carpenter Memorial Highway"

 PURPOSE :

This bill designates a portion of the state highway system as the
"Army Captain Clayton Carpenter Memorial Highway."

 SUMMARY OF PROVISIONS :

Section one amends the highway law by adding a new section 344-e which
designates a portion of the state highway system constituting route
118 in the town of Yorktown, county of Westchester, beginning at the
intersection of state route 118 and Underhill Ave., continuing in a
generally northerly direction on state route 118, and terminating at
the intersection of state route 118 and state route 202, as the "Army
Captain Clayton Carpenter Memorial Highway."

Section two establishes that the commissioner of transportation shall
provide for the installation and maintenance of adequate singing of
the state highway system as designated pursuant to section one of this
act. However, to avoid confusion and to limit any possible disruption
of commerce, the designation called for pursuant to section one of
              

this act shall be of ceremonial nature and the official name of such
highway shall not be changed as a result of this act.

Section three establishes the effective date.

 JUSTIFICATION :

Army Captain Clayton Carpenter, 31, was tragically killed on January
15, 2014 during a training accident when the MH-60 Blackhawk he was
piloting crashed near Hunter Army Air Field in Savannah, Georgia. A
platoon leader of for the 3rd Battalion, 160th Special Operations
Aviation Regiment, also known as "Night Stalkers," Captain Carpenter
was a highly trained pilot, and revered by his fellow officers and
members of the community.

Army Captain Carpenter and his family moved to Cortlandt Manor in 1992
from Brooklyn, New York. Captain Carpenter attended Lakeland High
School, where he was team captain of the boys' track and field team.
While a student, he also participated in Mock Trial, student
government, Future Business Leaders of America and the Yorktown
Volunteer Ambulance Corps. Following graduation, Captain Carpenter
entered the United States Military Academy at West Point where he was
commissioned as a second lieutenant in 2005, receiving a Bachelor's of
Science in Engineering Psychology.

Captain Carpenter's impressive military career included tours in both
Iraq and Afghanistan. Upon his passing, the community joined together
to recognize this incredible local hero. Firefighters from across
Westchester County came together to salute and provide honor guard to
the police escorted funeral procession as it entered the town.
Captain Carpenter's dedication to his country and community are
evidenced through his military service and sacrifice. There is no more
fitting way for the state to memorialize the honor and patriotism of
Army Captain Clayton Carpenter than naming a portion of the state
highway after this fallen hero.
