AN ACT to amend the administrative code of the  city  of  New  York,  in
  relation  to  establishing  the  commission  on  Roosevelt Avenue, and
  providing for its powers and duties; and providing for the  repeal  of
  such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Title 22 of the administrative code of the city of New York
is amended by adding a new chapter 10 to read as follows:

                               CHAPTER 10
                     COMMISSION ON ROOSEVELT AVENUE

  S 22-1001 COMMISSION ON ROOSEVELT AVENUE.  A. A COMMISSION  ON  ROOSE-
VELT AVENUE IS HEREBY ESTABLISHED TO EXAMINE, EVALUATE, MAKE RECOMMENDA-
TIONS  AND ADVISE THE GOVERNOR, THE STATE LEGISLATURE, THE MAYOR AND THE
COUNCIL CONCERNING, BUT NOT LIMITED TO:
  (1) ECONOMIC DEVELOPMENT ALONG ROOSEVELT  AVENUE  IN  THE  BOROUGH  OF
QUEENS, BETWEEN SEVENTY-FOURTH STREET AND ONE HUNDRED FOURTEENTH STREET;
  (2)  THE  REDUCTION  OF CRIME ALONG ROOSEVELT AVENUE IN THE BOROUGH OF
QUEENS, BETWEEN SEVENTY-FOURTH STREET AND ONE HUNDRED FOURTEENTH STREET;
  (3) QUALITY OF LIFE ISSUES  AFFECTING  THOSE  PERSONS  RESIDING  ALONG
ROOSEVELT AVENUE IN THE BOROUGH OF QUEENS, BETWEEN SEVENTY-FOURTH STREET
AND ONE HUNDRED FOURTEENTH STREET; AND
  (4)  THE  ESTABLISHMENT AND IMPLEMENTATION OF IMPROVED ENFORCEMENT AND
COORDINATION EFFORTS BY CITY AND STATE  AGENCIES  WHICH  HAVE  OVERSIGHT
FUNCTIONS  ALONG  ROOSEVELT  AVENUE  IN  THE  BOROUGH OF QUEENS, BETWEEN
SEVENTY-FOURTH STREET AND ONE HUNDRED FOURTEENTH STREET.
  B. (1) THE COMMISSION ON ROOSEVELT AVENUE SHALL BE COMPOSED OF  ELEVEN
MEMBERS AS FOLLOWS:
  (A)  THE  COMMANDING  OFFICER OF THE ONE HUNDRED TENTH PRECINCT OF THE
POLICE DEPARTMENT, OR HIS OR HER DESIGNEE;
