 AN  ACT  to  amend  the  legislative  law, in relation to establishing a
   committee on workplace  rights  and  a  workplace  climate  survey  on
   discrimination and harassment
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Article 7 and sections 100 and 101 of the legislative  law,
 as renumbered by chapter 510 of the laws of 1999, are renumbered article
 8  and  sections  200  and  201  and a new article 7 is added to read as
 follows:
                                 ARTICLE 7
                       COMMITTEE ON WORKPLACE RIGHTS
 SECTION 100. COMMITTEE ON WORKPLACE RIGHTS ESTABLISHED.
         101. WORKPLACE CLIMATE SURVEY.
   § 100. COMMITTEE ON WORKPLACE RIGHTS ESTABLISHED. 1. THE COMMITTEE  ON
 WORKPLACE  RIGHTS  SHALL  CONSIST  OF  FOUR  MEMBERS  TO BE APPOINTED AS
 FOLLOWS: ONE MEMBER SHALL BE A REPRESENTATIVE  OF  THE  SENATE  MAJORITY
 PERSONNEL  OFFICE,  APPOINTED  BY THE TEMPORARY PRESIDENT OF THE SENATE;
 ONE MEMBER SHALL BE A REPRESENTATIVE OF  THE  ASSEMBLY  HUMAN  RESOURCES
 DEPARTMENT,  APPOINTED  BY THE SPEAKER OF THE ASSEMBLY; ONE MEMBER SHALL
 BE A REPRESENTATIVE OF THE SENATE MINORITY PERSONNEL  OFFICE,  APPOINTED
 BY  THE  MINORITY LEADER OF THE SENATE; AND ONE MEMBER SHALL BE A REPRE-
 SENTATIVE OF THE ASSEMBLY MINORITY ADMINISTRATION AND PERSONNEL  OFFICE,
 APPOINTED  BY  THE  MINORITY  LEADER  OF  THE ASSEMBLY. ANY VACANCY THAT
 OCCURS IN THE COMMITTEE SHALL BE FILLED IN THE SAME MANNER IN WHICH  THE
 ORIGINAL APPOINTMENT WAS MADE.
   2.  THE  COMMITTEE  SHALL NOT RECEIVE COMPENSATION, BUT SHALL BE REIM-
 BURSED FOR THEIR NECESSARY AND ACTUAL EXPENSES INCURRED IN THE  PERFORM-
 ANCE OF THEIR DUTIES IN THE WORK OF THE COMMITTEE.
   §  101. WORKPLACE CLIMATE SURVEY. 1. (A) THE COMMITTEE SHALL CARRY OUT
 AN ANONYMOUS SURVEY OF INDIVIDUALS SERVING IN POSITIONS IN THE  ASSEMBLY
 OF  THE STATE OF NEW YORK AND IN POSITIONS IN THE SENATE OF THE STATE OF
 NEW YORK TO DETERMINE:
