 AN ACT to require the department of environmental conservation to revoke
   any permit issued by the department if the permittee is  in  violation
   of any state or federal law
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  commissioner  of  environmental  conservation  shall
 promulgate  rules  and  regulations requiring the department of environ-
 mental conservation to revoke any permit issued by the department if the
 permittee is currently in violation of any state or federal law  or  has
 violated state or federal law during the permit application process.
