 AN ACT directing the commissioner of agriculture and markets  to  reduce
   the  percentage of on-farm or estate produced grapes for farm wineries
   located outside of an American viticultural area and  allow  for  such
   farm wineries to import grapes from New York state grape growers

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The commissioner of agriculture and markets is directed  to
 reduce  the percentage of on-farm or estate produced grapes required for
 farm wineries located outside of an American viticultural area  to  meet
 the  predominance  standard.  Where  such  farm  wineries fall below the
 current 51  percent  threshold,  such  commissioner  shall  require  all
 imported grapes be purchased from New York state grape growers.
   § 2. This act shall take effect immediately.
