 AN  ACT  to  amend the public buildings law, in relation to the creation
   and maintenance of lactation rooms
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The public buildings law is amended by adding a new section
 144 to read as follows:
   §  144.  LACTATION  ROOMS.  THE COMMISSIONER OF GENERAL SERVICES SHALL
 MANDATE ALL STATE OWNED BUILDINGS TO PROVIDE A LACTATION ROOM FOR PUBLIC
 USE, AND SHALL OVERSEE THE MAINTENANCE OF SUCH ROOMS BY  THE  OFFICE  OF
 GENERAL SERVICES.  FOR PURPOSES OF THIS SECTION, "STATE OWNED BUILDINGS"
 SHALL  MEAN  ANY  STATE OWNED PROPERTY USED FOR OFFICIAL OFFICE BUILDING
 SPACE, AND SHALL INCLUDE ANY OFFICE SPACE, NOT OWNED BY THE  STATE,  BUT
 WHOSE PRIMARY USE IS FOR STATE OFFICIAL BUSINESS.
   § 2. This act shall take effect on the one hundred eightieth day after
 it shall have become a law; provided, however, that the addition, amend-
 ment and/or repeal of any rule or regulation necessary for the implemen-
 tation  of  this  act on its effective date is authorized to be made and
 completed on or before such effective date.
