 AN ACT to amend the vehicle and traffic law, in relation to the issuance
   of special combination license plates for the severely disabled

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Section 404-a of the vehicle and traffic law is amended by
 adding a new subdivision 2-a to read as follows:
   2-A. REGISTRATION OF VEHICLES OWNED  BY  PERSONS  WHO  QUALIFY  FOR  A
 DISTINCTIVE  LICENSE  PLATE  OR WHO REQUEST A SPECIAL NUMBER PLATE.  THE
 COMMISSIONER  SHALL,  UPON  REQUEST,  ISSUE  SPECIAL  NUMBER  PLATES  OR
 DISTINCTIVE  LICENSE  PLATES  AS OTHERWISE PROVIDED FOR IN THIS ARTICLE,
 WHICH PLATES SHALL ALSO BEAR THE DISTINCTIVE MARKS AS AUTHORIZED IN THIS
 SECTION. SUCH COMBINATION PLATES SHALL BE ISSUED IN THE SAME  MANNER  AS
 IS  OTHERWISE  PROVIDED  FOR  IN THIS ARTICLE UPON PAYMENT OF ANY FEE OR
 OTHER APPLICABLE SERVICE CHARGE AS THEREIN REQUIRED.
   § 2. This act shall take effect on the first of April next  succeeding
 the date on which it shall have become a law.
