 AN ACT in relation to establishing the state police communication inter-
   operability demonstration project
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. State police communication  interoperability  demonstration
 project. 1. The legislature finds that significant police radio communi-
 cations  problems,  such as coverage gaps, lack of encryption and inade-
 quate interoperability between state  and  local  police  systems  exist
 within  the  state  of  New York thereby warranting the authorization of
 this interoperability demonstration project.
   2. Within an area comprised of a multiple county interoperable consor-
 tium, the state police are authorized  to  conduct  an  interoperability
 demonstration  project for the purpose of testing the use of established
 techniques to promote more efficient communications for state and  local
 law enforcement agencies.
   3.  As  part  of  the  demonstration  project,  the state police shall
 utilize, to the best extent possible, current infrastructure that  meets
 the needs of the interoperability demonstration project.
   4.  The interoperability demonstration project shall be funded through
 existing division of homeland security and emergency services funding.
   5. The state police shall determine the best vendor for this  project,
 taking  into account readiness, familiarity with the project and ability
 to complete the project in a cost efficient and timely manner.
   ยง 2. This act shall take effect immediately.
