 AN  ACT  to amend the legislative law, in relation to limitations on the
   effectiveness of provisions of law imposing or increasing certain fees

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The legislative law is amended by adding a new section 52-a
 to read as follows:
   §  52-A.  LIMITATIONS  ON  PROVISIONS  OF  LAW  AFFECTING  FEES. EVERY
 PROVISION OF LAW RELATING TO THE IMPOSITION OR INCREASE OF ANY FEE TO BE
 DEPOSITED IN THE GENERAL FUND OF THE STATE SHALL EXPIRE  AND  BE  OF  NO
 FURTHER  FORCE  AND  EFFECT NO LATER THAN TWO YEARS AFTER THE SAME SHALL
 HAVE TAKEN EFFECT.
   § 2. This act shall take effect on the first of January next  succeed-
 ing  the  date  on  which it shall have become a law, and shall apply to
 legislative bills introduced on or after such effective date.
