 AN ACT to authorize Yeshiva Bais Chaya Esther INC to file an application
   for exemption from water and  sewer  charges  for  certain  assessment
   rolls
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any other provision of law to the contrary,
 the commissioner of  the  New  York  city  department  of  environmental
 protection is hereby authorized to accept from Yeshiva Bais Chaya Esther
 INC,  a  not-for-profit  corporation,  an application for exemption from
 water and sewer charges pursuant to chapter 696 of the laws of 1887,  as
 amended, for the fiscal years of 2013 through 2016, for the parcel owned
 by such corporation in the city of New York, borough of Brooklyn, desig-
 nated as block 5416, lot 1 in such borough. If accepted, the application
 shall  be  reviewed  as  if  it  had been received for fiscal years 2013
 through 2016.
   If satisfied that such corporation would otherwise be entitled to such
 exemption if such corporation had filed an application for exemption for
 fiscal years 2013 through 2016, the commissioner of the  New  York  city
 department  of environmental protection, upon approval by the city coun-
 cil of the city of New York, may grant  exemption  from  all  water  and
 sewer  charges  with  respect to the subject water and sewer charges due
 and owing by such corporation on the effective  date  of  this  act  and
 cancel charges, fines, penalties and interest remaining unpaid.
   § 2. This act shall take effect immediately.
