AN ACT to enact the Community College and BOCES Partnership Act
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Short title. This act shall be known and may be cited as
the "Community College and BOCES Partnership Act".
§ 2. The state university of New York and the department of education
are hereby authorized and directed to create a high technology manufac-
turing training program to explore the feasibility and benefits of
building educational partnerships between community colleges and boards
of cooperative educational services to assist students in meeting quali-
fications for employment in the high technology manufacturing sector.
(a) Participating community colleges shall receive capital grants for
manufacturing equipment to assist in job training for students attending
a board of cooperative educational services.
(b) Participating community colleges and boards of cooperative educa-
tional services shall be selected from applications submitted to the
state university of New York. Applications for participation shall be
developed by the state university of New York and shall require appli-
cants to submit a proposal describing:
(1) how the partnership shall be formed between the community college
and board of cooperative educational services;
(2) how the high technology manufacturing equipment will be integrated
into the community college setting; and
(3) how the high technology manufacturing equipment will assist
students attending boards of cooperative educational services in meeting
high technology manufacturing job requirements. Community college and
board of cooperative educational services partnerships that are selected
for participation shall receive the necessary capital grants for manu-
facturing equipment for up to a two year period; provided, however that

if at any time the state university of New York determines that a commu-
nity college and board of cooperative educational services partnership
is not complying with the conditions of the program it may withdraw the
state's support for its participation in the program.
§ 3. Participating community colleges are authorized and directed to
offer appropriate college level academic credits to board of cooperative
educational services students participating in the program.
§ 4. The state university of New York is authorized and directed to
conduct a study of the program during its second year period. Such study
shall include, but not be limited to:
(a) an assessment of the extent to which the program assists board of
cooperative educational services students in reaching the training need-
ed to enter the high technology manufacturing workforce; and
(b) an assessment of whether and how further investment into the
program is appropriate for the state. Such study and recommendations
shall be submitted to the legislature no later than one year following
the completion of the program's first year.
§ 5. This act shall take effect on the one hundred eightieth day after
it shall have become a law and shall apply to the academic school year
next succeeding the date on which it shall have become a law; provided,
however, that effective immediately, the department of education may
promulgate any rules or regulations necessary for the timely implementa-
tion of this act on such effective date.
