S T A T E O F N E W Y O R K ________________________________________________________________________ 7963 2017-2018 Regular Sessions I N A S S E M B L Y May 23, 2017 ___________ Introduced by M. of A. DenDEKKER -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to clean air taxicabs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature finds that, to promote the safety and well-being of all New Yorkers who live in or visit New York city, there is a need to have fuel efficient, low emission and zero emission options available for taxis. The current regulations that apply to taxi vehicles has resulted in the selection of vehicles that have high fuel usage and emissions. This policy must be changed to add more fuel-efficient and lower emission choices. § 2. Section 19-502 of the administrative code of the city of New York is amended by adding two new subdivisions dd and ee to read as follows: DD. "HYBRID ELECTRIC VEHICLE" MEANS A COMMERCIALLY AVAILABLE MASS PRODUCTION VEHICLE ORIGINALLY EQUIPPED BY THE MANUFACTURER WITH A COMBUSTION ENGINE SYSTEM AND ELECTRIC PROPULSION SYSTEM THAT OPERATE IN AN INTEGRATED MANNER. EE. "CLEAN AIR TAXIS" MEANS ALL TAXICABS THAT ARE HYBRID ELECTRIC VEHICLES OR ELECTRIC VEHICLES. § 3. Section 19-533 of the administrative code of the city of New York, as amended by local law 53 of the city of New York for the year 2006, is amended to read as follows: § 19-533 Clean air taxis. [The commission shall approve one or more hybrid electric vehicle models for use as a taxicab within ninety days after the enactment of this law.] THE COMMISSION SHALL APPROVE ALL HYBRID ELECTRIC AND ELECTRIC MODELS OF VEHICLES FOR USE AS A TAXICAB THAT ARE ALSO IN USE AS FOR-HIRE VEHICLES. The approved vehicle model or models shall be eligible for immediate use by all current and future medallion owners. For the purposes of this chapter, a hybrid electric EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
