 AN ACT to amend the alcoholic  beverage  control  law,  in  relation  to
   providing an exemption for retail liquor licenses
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 7 of  section  64  of  the  alcoholic  beverage
 control  law  is  amended  by  adding  a  new paragraph (e-9) to read as
 follows:
   (E-9) NOTWITHSTANDING THE PROVISIONS OF PARAGRAPH (A) OF THIS SUBDIVI-
 SION, THE AUTHORITY MAY ISSUE RETAIL LICENSES FOR  ON-PREMISES  CONSUMP-
 TION  FOR  PREMISES WHICH SHALL BE WITHIN TWO HUNDRED FEET OF A BUILDING
 OCCUPIED EXCLUSIVELY AS A CHURCH, SYNAGOGUE OR OTHER PLACE  OF  WORSHIP,
 PROVIDED  SUCH  PREMISES  CONSTITUTE  PREMISES  FOR  THE SALE OF FOOD OR
 BEVERAGES AT RETAIL FOR CONSUMPTION ON THE PREMISES AND/OR AN  OVERNIGHT
 LODGING  FACILITY LOCATED WHOLLY WITHIN THE BOUNDARIES OF THE BOROUGH OF
 MANHATTAN IN THE CITY AND COUNTY OF NEW YORK, BOUNDED AND  DESCRIBED  AS
 FOLLOWS:
   ALL  THOSE  TWO CERTAIN LOTS OF GROUND SITUATE, LYING AND BEING IN THE
 SIXTEENTH WARD OF THE CITY OF NEW YORK (NOW THE BOROUGH  OF  MANHATTAN),
 DISTINGUISHED  ON  A  MAP OF CERTAIN LANDS OF THE LATE CLEMENT C. MOORE,
 SITUATE AT GREENWICH, IN THE CITY OF NEW YORK, RECORDED IN THE OFFICE OF
 THE REGISTER IN AND FOR THE CITY AND COUNTY OF NEW YORK IN LIBER 235  OF
 CONVEYANCES  AT  PAGES  556  AND  557 BY THE NUMBER 128 (ONE HUNDRED AND
 TWENTY-EIGHT) AND 129 (ONE HUNDRED AND TWENTY-NINE) AND WHICH SAID  LOTS
 ARE BOUNDED AND DESCRIBED AS FOLLOWS:
   BEGINNING  AT  THE  CORNER  FORMED BY THE INTERSECTION ON THE WESTERLY
 SIDE OF 8TH AVENUE WITH THE SOUTHERLY SIDE OF 22ND STREET;
   RUNNING THENCE SOUTHWARDLY ALONG THE SAID WESTERLY SIDE OF 8TH AVENUE,
 FIFTY-SEVEN FEET, MORE OR LESS, TO THE POINT WHERE THE SOUTHERLY LINE OF
 SAID LOT NO.  128 AS LAID DOWN ON THE SAID MAP INTERSECTS THE SAME;
