 AN  ACT  to  amend the public authorities law, in relation to creating a
   community impact fund from tolls collected on the Grand Island bridges
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 389 to read as follows:
   § 389. GRAND ISLAND BRIDGES COMMUNITY IMPACT FUND. THE AUTHORITY SHALL
 ALLOCATE TEN PERCENT OF ALL REVENUE GENERATED FROM TOLLS  ON  THE  GRAND
 ISLAND  BRIDGES  TO  A  COMMUNITY IMPACT FUND. THE COMMUNITY IMPACT FUND
 SHALL BE USED TO OFFSET THE ENVIRONMENTAL AND  ECONOMIC  IMPACT  OF  THE
 TOLLS  IN THE COMMUNITIES OF TONAWANDA, GRAND ISLAND, AND NIAGARA FALLS,
 WITH FIFTY PERCENT OF THE FUND'S  PROCEEDS  FOR  THE  BENEFIT  OF  GRAND
 ISLAND,  TWENTY-FIVE  PERCENT  FOR THE BENEFIT OF TONAWANDA, AND TWENTY-
 FIVE PERCENT FOR THE BENEFIT OF NIAGARA FALLS.  SUCH  ENVIRONMENTAL  AND
 ECONOMIC  IMPACTS  SHALL  INCLUDE,  BUT  ARE  NOT  LIMITED  TO,  TRAFFIC
 CONGESTION, TAILPIPE POLLUTION,  AND  HARDSHIPS  OF  BUSINESSES  IN  THE
 IMPACTED COMMUNITIES.
   § 2. This act shall take effect immediately.
