 AN ACT to amend the public authorities law, in relation to requiring the
   New York state thruway authority, the port authority of New  York  and
   New  Jersey and the metropolitan transportation authority to create an
   e-z pass mobile application
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 389 to read as follows:
   § 389. E-Z PASS MOBILE APPLICATION. 1. THE AUTHORITY,  IN  CONJUNCTION
 WITH  THE PORT AUTHORITY OF NEW YORK AND NEW JERSEY AND THE METROPOLITAN
 TRANSPORTATION AUTHORITY, SHALL CREATE AND MAINTAIN AN E-Z  PASS  MOBILE
 APPLICATION FOR USE BY E-Z PASS ACCOUNT HOLDERS.
   2. SUCH MOBILE APPLICATION SHALL PROVIDE THE FOLLOWING:
   (A) A TOLL CALCULATOR FOR ROUTE DESTINATIONS;
   (B) E-Z PASS HOLDER ACCOUNT INFORMATION INCLUDING, BUT NOT LIMITED TO,
 DISPLAY OF ACCOUNT BALANCES, FEES AND PAYMENT OPTIONS; AND
   (C)  THE  OPTION FOR E-Z PASS ACCOUNT HOLDERS TO PAY TOLLS WITHIN FIVE
 DAYS OF TOLLING.
   3. FOR PURPOSES OF THIS SECTION "MOBILE APPLICATION" SHALL MEAN APPLI-
 CATION SOFTWARE DESIGNED TO RUN ON A MOBILE DEVICE  INCLUDING,  BUT  NOT
 LIMITED TO, A MOBILE PHONE OR TABLET COMPUTER.
   § 2. Section 1266 of the public authorities law is amended by adding a
 new subdivision 19 to read as follows:
   19.  THE  AUTHORITY  SHALL ASSIST THE NEW YORK STATE THRUWAY AUTHORITY
 AND THE PORT AUTHORITY OF NEW YORK AND NEW JERSEY IN DEVELOPING  AN  E-Z
 PASS  MOBILE  APPLICATION,  AS PROVIDED IN SECTION THREE HUNDRED EIGHTY-
 NINE OF THIS CHAPTER.
   § 3. This act shall take effect on the ninetieth day  after  it  shall
 have become a law.
