DenDEKKER -- read once and referred to the Committee on Cities AN ACT to amend the administrative code of the city of New York, in relation to clean air taxicabs; and to repeal certain provisions of the administrative code of the city of New York relating thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivisions dd and ee of section 19-502 of the administra- tive code of the city of New York, as added by a chapter of the laws of 2017 amending the administrative code of the city of New York relating to clean air taxicabs as proposed in legislative bills numbers S. 6326-A and A. 7963-A, are REPEALED. § 2. Section 19-533 of the administrative code of the city of New York, as added by a chapter of the laws of 2017 amending the administra- tive code of the city of New York relating to clean air taxicabs as proposed in legislative bills numbers S. 6326-A and A. 7963-A, is amended to read as follows: § 19-533 Clean air taxis. [The commission shall permit all hybrid electric and electric models of vehicles to be used as a taxicab that also meet all requirements for use as a for-hire vehicle. Such] THE COMMISSION SHALL APPROVE ONE OR MORE HYBRID ELECTRIC VEHICLE MODELS FOR USE AS A TAXICAB WITHIN NINETY DAYS AFTER THE ENACTMENT OF THIS LAW. THE APPROVED vehicle model or models shall be eligible for immediate use by all current and future medallion owners. NOTWITHSTANDING THE FOREGOING, THE COMMISSION, TO THE EXTENT PRACTICABLE, SHALL WITHIN NINETY DAYS OF THE EFFECTIVE DATE OF THE CHAPTER OF THE LAWS OF TWO THOUSAND SEVENTEEN THAT AMENDED THIS SECTION, PERMIT ONE THOUSAND THREE HUNDRED FIFTY OF SUCH MEDALLIONS TO USE ANY HYBRID ELECTRIC VEHICLE, EXCLUDING ACCESSIBLE VEHICLES AS DEFINED BY SECTION 19-534 OF THIS CHAPTER, THAT ALSO MEETS ALL OF THE REQUIREMENTS FOR USE AS A FOR-HIRE VEHICLE. For the purposes of this chapter, a hybrid electric vehicle shall be defined as a commer- cially available mass production vehicle originally equipped by the manufacturer with a combustion engine system together with an electric propulsion system that operates in an integrated manner.
