 AN ACT to amend the transportation law, in relation  to  establishing  a
   pilot program for vehicle-to-infrastructure technology
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The transportation law is amended by adding a  new  section
 23 to read as follows:
   §  23. PILOT PROGRAM FOR VEHICLE-TO-INFRASTRUCTURE TECHNOLOGY. 1.  FOR
 PURPOSES OF THIS SECTION  "VEHICLE-TO-INFRASTRUCTURE  TECHNOLOGY"  MEANS
 COMMUNICATION  TECHNOLOGY  THAT  ALLOWS  WIRELESS-ENABLED INFRASTRUCTURE
 COMPONENTS TO SHARE INFORMATION ELECTRONICALLY WITH VEHICLES. SUCH WIRE-
 LESS-ENABLED INFRASTRUCTURE COMPONENTS INCLUDE, BUT ARE NOT LIMITED  TO,
 ROADSIDE DEVICES, RADIO FREQUENCY IDENTIFICATION READERS, CAMERAS, TRAF-
 FIC  LIGHTS,  LANE  MARKERS,  STREETLIGHTS,  TRAFFIC DEVICES AND PARKING
 METERS.
   2. THE DEPARTMENT SHALL, IN COOPERATION  WITH  THE  SUPERINTENDENT  OF
 STATE  POLICE,  THE  COMMISSIONER OF MOTOR VEHICLES, THE CHAIRMAN OF THE
 NEW YORK STATE THRUWAY AUTHORITY AND  LOCAL  LAW  ENFORCEMENT  AGENCIES,
 DEVELOP  AND IMPLEMENT RULES AND REGULATIONS FOR THE CREATION OF A PILOT
 PROGRAM FOR VEHICLE-TO-INFRASTRUCTURE TECHNOLOGY. THE PILOT PROGRAM  FOR
 VEHICLE-TO-INFRASTRUCTURE TECHNOLOGY SHALL INCLUDE:
   (A)  A  PLANNING  PERIOD  WHEN  A  DETAILED PLAN FOR THE DEPLOYMENT OF
 INFRASTRUCTURE COMPONENTS EQUIPPED WITH VEHICLE-TO-INFRASTRUCTURE  WIRE-
 LESS TECHNOLOGY IS CREATED.
   (B)  AN  INSTALLATION  PERIOD  WHEN  ROADSIDE  INFRASTRUCTURE  DEVICES
 EQUIPPED  WITH   VEHICLE-TO-INFRASTRUCTURE   WIRELESS   TECHNOLOGY   ARE
 INSTALLED  IN  AT  LEAST FIVE LOCATIONS ACROSS THE STATE SELECTED BY THE
 DEPARTMENT.
   (C) AN OPERATING PERIOD WHEN SUCH ROADSIDE INFRASTRUCTURE DEVICES  ARE
 DEPLOYED IN THE SELECTED LOCATIONS. THE IMPACT ON TRAFFIC AND PEDESTRIAN
 SAFETY  OF SUCH DEVICES SHALL BE MONITORED BY THE DEPARTMENT DURING SUCH
 OPERATING PERIOD.
